Seoul and Abu Dhabi Unite for Ambitious $65 Billion Projects

The recent agreement between Seoul and Abu Dhabi to implement projects valued at $65 billion marks a significant milestone in their strategic economic collaboration. This initiative, characterized by a focus on sectors such as defense and investment, is expected to deepen ties between South Korea and the United Arab Emirates. The talks, facilitated by South Korea’s special envoy for strategic economic cooperation, highlight a growing partnership that seeks to enhance joint ventures and mutual investments.

Details of the Agreement

The President of the Presidential Secretary’s Office, Kang Hong-seok, disclosed the outcomes of his recent visit to the United Arab Emirates, where he served as a special envoy. During his trip, he relayed a personal message from Lee to UAE President Sheikh Mohammed bin Zayed Al Nahyan and engaged in discussions with Kheldoun Khalifa Al Mubarak, Chairman of the Executive Affairs Authority in Abu Dhabi. According to the South Korean news agency Yonhap, Kang informed journalists at Incheon International Airport, “The two countries have agreed to jointly pursue projects exceeding $65 billion, which include $35 billion in the defense sector and $30 billion in investment cooperation.”

Defense Collaboration

Within the realm of defense, both nations signed a Memorandum of Understanding aimed at establishing a framework for enhancing cooperation in this critical area. Kang emphasized, “This agreement signifies a shift from a mere buyer-seller relationship to collaboration at all stages of the defense production cycle, from design and training to maintenance and repair.” When queried about specific areas of cooperation, he noted a broad range that includes integrated air defense systems, aircraft, and naval vessels, while refraining from divulging further details due to confidentiality.

Investment Partnership

Additionally, the two countries have made strides to restructure their $30 billion investment cooperation to bolster their strategic partnership. Kang stated that this new framework aims to assist the UAE in fulfilling its commitment to invest $30 billion in South Korea. This restructuring will extend financial support to Korean businesses seeking entry into the Middle Eastern market and will facilitate joint expansions into third-country markets.

Nuclear Energy Initiatives

In the domain of nuclear energy, both countries are set to widen their comprehensive collaboration based on their experiences with the Barakah Nuclear Power Plant in the UAE. Areas of focus will include nuclear fuel supply, maintenance capabilities, and the application of artificial intelligence technologies in plant operations. The UAE’s nuclear power facility, constructed by Korea Electric Power Corporation (KEPCO), operates at full capacity and provides a quarter of the nation’s electricity needs. Kang mentioned, “The two nations will actively seek joint entry into third-country markets within this sector, as global demand for nuclear energy continues to rise amidst increasing electricity needs for technologies, including artificial intelligence.”

Looking forward, South Korea and the UAE will continue consultations regarding follow-up measures, with plans for Al Mubarak to visit South Korea in March or April, as noted by Kang. This visit comes on the heels of previous discussions held in November between Lee and Sheikh Mohammed bin Zayed Al Nahyan, where they explored avenues to expand cooperation in artificial intelligence, defense industries, nuclear energy, and several other sectors.
