Gaza Company Secures UAE Funding for Major Housing Project

In a significant development, sources reveal that a company based in Gaza has secured a contract to construct a housing complex with funding from the UAE in southern Gaza. This initiative aims to accommodate tens of thousands of displaced Palestinians and marks a notable shift towards reconstruction efforts in the region, demonstrating a proactive approach amidst ongoing challenges.

Unprecedented Collaboration

According to two Israeli officials and two Palestinian businessmen, this contract represents the first instance of a Palestinian construction company involving workers from Gaza to establish such a complex. This undertaking underscores a clear intent to initiate rebuilding efforts without waiting for Israel’s withdrawal from this area, which is currently under military control. The anticipated withdrawal is expected to coincide with the disarmament of Hamas as part of the next phase of the ceasefire agreement proposed by former U.S. President Donald Trump.

Details of the Housing Complex

The construction will be carried out by Masoud & Ali Contracting, a Gaza-based firm that has spearheaded significant projects in both Gaza and the occupied West Bank over the years. Reports indicate that this company will collaborate with two Egyptian firms to develop the complex, which is set to cover an area of 74 acres and provide ready-made housing units designed like multi-story truck structures. Despite the groundbreaking nature of this contract, the specific terms and conditions remain undisclosed, as both sources and company representatives have chosen to maintain confidentiality regarding the project details.

Regional and Economic Implications

The UAE has yet to formally announce the housing project, which some diplomats have informally referred to as “Emirates City.” Furthermore, there remains uncertainty about whether a substantial number of Palestinians are willing to reside or work in an area controlled by Israel. The construction plans may serve to alleviate local resentment towards the project, especially if they enable the employment of local laborers.

International Support and Future Prospects

While an Emirati official has not provided direct comments on the housing plans, he emphasized his country’s commitment to supporting global efforts for relief and recovery in Gaza. He stated, “We are deeply committed to ensuring that life-saving aid reaches those in need swiftly and effectively.” Since the ceasefire agreement with Hamas in October, Israel has maintained control over 53% of Gaza, causing many residents to live in temporary shelters and damaged buildings. The proposed housing complex in Rafah could play a critical role in the broader framework for reconstruction laid out in the Trump plan, which still seeks solutions for key issues including disarmament and Israel’s withdrawal.

Investments and Local Reception

As part of the ongoing discussions for redevelopment, the UAE pledged $1.2 billion to Gaza during a recent international conference. These housing projects were not highlighted in the conference presentations but are part of a larger commitment to bolster the area. A Palestinian businessman familiar with the planning process stated that the Masoud & Ali firm, along with the Egyptian partners, have engaged with a larger Egyptian company to execute the project, although construction work has yet to commence due to pending approvals from Israel.

This strategic decision to utilize a Palestinian company rather than foreign labor is projected to gain greater acceptance among Gazans, as it aligns with local workforce needs and cultural sensitivities. According to political analyst Riham Odeh, such a choice “will be more acceptable to Gazans because it will employ local hands and cater to the local culture.” This approach is not only expected to expedite housing solutions but also enhance community integration and support economic recovery in Gaza.
