Saudi Property Market Thrives with Robust Non-Oil GDP Expansion

As Saudi Arabia emerges as a non-oil economic powerhouse, its real estate sector is flourishing, providing a comprehensive boost to various property markets in Q2 2025. This period saw an influx of investments and strategic developments that support the national Vision 2030 initiative, further solidifying the Kingdom’s commitment to sustainable economic growth and diversification beyond oil. With the non-oil GDP thriving, the Saudi real estate market is poised to make significant advancements across multiple sectors.

The Economic Landscape in Q2 2025

In the first quarter of 2025, real GDP grew by an impressive 3.4%, although forecasts for the full year are now more cautiously set at around 3.5% due to tempered expectations in the oil sector. Nevertheless, the Saudi government remains steadfast in its dedication to Vision 2030, which focuses on promoting sustainable economic growth and minimizing reliance on oil revenues.

The second quarter showcased a vibrant real estate landscape, marked by policy adjustments and proactive initiatives. Key changes, such as the introduction of the Real Estate Transaction Tax (RETT) and strategic shifts in the construction sector, have significantly influenced market dynamics. The Kingdom has also bolstered its logistical capabilities, as reflected in the rising Agility Emerging Markets Logistics Index, which enhances the overall business environment.

Regions like Hail are attracting considerable investments, highlighting their strategic importance. Major mixed-use developments such as OSUS EYE in Riyadh, the Pulse Wadi District, and ongoing advancements in the Dar Al Hijra project in Madinah illustrate Saudi Arabia’s commitment to diversifying its economy and fostering urban growth.

Residential Real Estate Growth

The residential sector in Saudi Arabia exhibited significant growth in Q2 2025, particularly in the capital city, Riyadh. Strong demand propelled transaction volumes to new heights, with land sales leading the charge. The government’s proactive support and initiatives continue to foster a development-friendly environment that attracts both local and foreign investors.

New project launches, including Azure’s Lamara project and ROSHN Group’s ALDANAH community, alongside the establishment of fresh investment funds, are driving the sector’s expansion. These developments align with the Kingdom’s commitment to addressing critical housing needs while enhancing the overall residential real estate market.

Flourishing Office Real Estate

In Q2 2025, the office real estate market in Saudi Arabia demonstrated resilience and vitality, particularly for Grade A properties in Riyadh. The demand for high-quality office spaces has resulted in rising rental rates and impressive occupancy levels. The government’s Regional Headquarters (RHQ) Program continues to play a significant role in attracting international firms, further pushing the demand for efficient office spaces.

Despite an anticipated lack of new supply throughout 2025, the outlook remains optimistic, as the market is expected to see increased development activity in the coming years, especially in Jeddah.

Evolving Retail Sector

The retail landscape in Saudi Arabia thrived in Q2 2025, highlighted by the emergence of “Retailtainment” and the growth of entertainment hubs. Malls are increasingly integrating entertainment options, while substantial investments from Saudi Entertainment Ventures (SEVEN) are steering this transformation.

Though the sector faced minor sales dips during the Eid holiday and must navigate challenges such as oversupply and e-commerce competition, innovative projects and strategic adjustments are keeping it resilient. Consistent rents and occupancy rates in super-regional malls and new developments contribute to the evolving retail market.

Hospitality and Industrial Developments

The hospitality sector in Saudi Arabia has exhibited remarkable growth, positioning the Kingdom as a leading global travel destination. Q2 2025 saw a 48% increase in international visitors compared to the same quarter in 2024, spurred by leisure, cultural, and religious tourism.

Upcoming mega-events, including major sporting tournaments and Expo 2030, are likely to create booming demand for accommodations. The expansion of new hotel projects, particularly in Riyadh, and the introduction of new brands like IHG’s EVEN Hotel further enhance the sector’s appeal, ensuring a promising outlook for continued growth.

In the industrial real estate sector, Q2 2025 witnessed significant advancements supporting Saudi Arabia’s economic diversification. Strong demand for warehousing persists, driven by investments like a $7 billion cross-country rail corridor to enhance logistics capabilities. Average warehouse rents are on the rise, indicating robust demand.

The establishment of the Advanced Manufacturing and Production Centre, along with strategic collaborations, such as that between Saudi Aramco Technologies and BYD, is spurring innovation and transformation in the industrial sector.

Matthew Green, Head of Research MENA, remarked: “This groundbreaking regulation marks a pivotal moment for Saudi Arabia’s real estate market. By welcoming foreign investment, we anticipate a transformative shift, driving substantial growth in inbound capital over the next five years.” This positive forecast reinforces the Kingdom’s intention to further diversify its economy while fostering social milestones like homeownership for foreign residents.
