Saudi Arabias Commercial Property Market Shows Resilience Amid Slowdown

Saudi Arabia’s commercial property market is entering a stable phase as growth moderates, reflecting a careful balance of optimism and caution during the sector’s transition. Insights from recent reports indicate that while the market is experiencing a slowdown in its previously robust expansion, the landscape remains positive, driven by evolving demand dynamics and regulatory adjustments. As investors and stakeholders navigate these shifts, understanding the nuances of this emerging phase is crucial for future planning and investment strategies.

Market Dynamics and Sentiment Indices

According to the RICS Global Commercial Property Monitor, Saudi Arabia’s commercial property market continued to expand during the third quarter of 2025, albeit at a more tempered pace. The Commercial Property Sentiment Index (CPSI) posted a score of +9 for the quarter, a decline from the 12-month average of +22. This shift suggests stabilization within the market as new supply enters the sector and stakeholders adjust to recent regulatory changes.

Sector-Specific Demand Trends

Demand for office spaces leads the market with a robust net balance of +50 percent, showcasing its pivotal role in driving activity. In contrast, the industrial and retail sectors recorded net balances of +23 percent and +8 percent, respectively. However, a notable 60 percent of respondents indicated an increase in available leasable space, underscoring that ongoing development activity, coupled with new regulations, is starting to alleviate previous supply constraints.

Rental Growth Expectations

As the sector enters this stable phase, expectations regarding rental growth are moderating. Prime office rents are anticipated to increase by about 3 percent over the upcoming year, while both prime industrial and retail rents are projected to rise slightly above 1 percent. Despite this tempered outlook, investor sentiment remains buoyant, with inquiries rising across all sectors. A net balance of +40 percent reflects enduring confidence in Saudi assets, even as market participants exercise caution regarding pricing.

Regulatory Influences and Long-Term Outlook

The introduction of a five-year rent cap for commercial and residential properties in Riyadh has significantly influenced market sentiments. This policy is designed to stabilize tenant costs, yet it is also prompting investors to reassess their rental growth expectations. Furthermore, liquidity constraints persist in various regional markets outside the capital, presenting challenges for some investors. Nevertheless, analysts forecast that Saudi Arabia’s property market will regain momentum by 2026 as Vision 2030 initiatives progress and regulatory frameworks become increasingly transparent.

Mohamed Moussa, Vice Chair of the RICS Saudi Arabia Board, stated: “The Kingdom’s commercial property market continues to show underlying strength, but the data points to a natural stabilization following a period of rapid expansion. This moderation is not indicative of a downturn, but rather a rebalancing as supply, regulation, and demand trends align.”

Moussa further emphasized that the evolving regulatory environment supports “long-term market stability and sustainable diversification,” which will lay the groundwork for increased institutional investment in the years to come. As Saudi Arabia’s commercial property market enters this stable phase, understanding these trends will be essential for stakeholders looking to capitalize on future opportunities.
