Riyadh Introduces Price-Capped Land Initiative for Residents

The Royal Commission for Riyadh City (RCRC) has introduced the Real Estate Balance Platform (Tawazoun), a significant initiative aimed at providing citizens with access to affordable residential land in Riyadh. With capped prices set at SAR 1,500 (approximately $400) per square meter, this platform seeks to alleviate housing challenges and promote fair market practices. The launch of the Real Estate Balance Platform underscores the commitment to creating balanced opportunities in the Riyadh real estate sector, benefiting many residents in the city.

The initiative, inspired by directives from Prince Mohammed bin Salman bin Abdulaziz, Crown Prince and Prime Minister, aims to foster equilibrium in Riyadh’s real estate landscape. Through the Real Estate Balance Platform, the RCRC plans to allocate between 10,000 and 40,000 residential plots each year over the next five years, addressing the growing demand for affordable housing.

Application Process and Criteria

Interested citizens can submit their applications through the official Real Estate Balance Platform until October 23, 2025. Candidates must meet specific eligibility requirements: they should be married or at least 25 years old, have lived in Riyadh for a minimum of three years, and should not already possess any real estate.

The RCRC emphasizes that applicants will encounter restrictions regarding the resale or transfer of the land acquired through the Real Estate Balance Platform. Specifically, the plots cannot be sold, mortgaged, or disposed of for ten years, except in situations where mortgaging is necessary to fund construction. Should the buyer fail to develop the land within this timeframe, the RCRC reserves the right to reclaim it and refund the purchase price.

Official Channels and Application Integrity

To maintain the integrity of the application process, the RCRC notes that the timing of submissions does not influence eligibility, and submitting an application does not guarantee approval. The organization has designated tawazoun.rcrc.gov.sa as the exclusive official digital platform for applications, ensuring that no intermediaries have the authority to represent it. This measure is crucial in safeguarding applicants against potential fraud or misinformation.

The launch of the Real Estate Balance Platform marks a pivotal step toward enhancing the living conditions for Riyadh’s citizens. By capping prices and providing regulated access to residential land, the initiative aims to create a more equitable and accessible real estate environment. As the city continues to grow, efforts like this will play a vital role in ensuring that residents can secure their place within the fabric of Riyadh’s evolving landscape.
