New Initiative Aims to Address Radiological and Nuclear Crimes

The launch of the regional program dedicated to criminal investigations into radiological and nuclear crimes marks a significant step forward in enhancing the capabilities and effectiveness of law enforcement agencies across the region. This initiative, initiated by the Public Prosecution of the United Arab Emirates, is designed to address the growing complexities and sensitivities surrounding CBRN (Chemical, Biological, Radiological, and Nuclear) threats, establishing frameworks for coordinated responses and judicial inquiries.

Launching the CBRN Criminal Investigation Program

The Public Prosecution of the UAE has officially initiated the specialized regional program focused on criminal investigations related to CBRN incidents. This program, developed in partnership with the European Union’s CBRN Centers of Excellence Initiative and in collaboration with the United Nations Interregional Crime and Justice Research Institute (UNICRI), has garnered significant participation from experts both domestically and internationally. The opening ceremony, held at the headquarters of the Public Prosecution, was attended by His Excellency Dr. Hamad Saif Al Shamsi, the Attorney General of the United Arab Emirates, alongside various officials and specialized experts.

Strengthening National Capacities

During the inauguration, His Excellency Dr. Hamad Saif Al Shamsi emphasized that the launch of the program aligns with the UAE’s vision to enhance its criminal justice and security systems. He stated, “The UAE continues to invest in developing the capabilities of its judicial and security bodies, building institutional capacities to support the criminal investigation system in dealing with emerging challenges.” This initiative is considered a critical advancement in preparing the nation to effectively address issues related to CBRN incidents in a scientific and operational manner, in line with the UAE’s vision for 2031 and its future directions in the security and justice sector.

A Comprehensive Approach to Investigations

During the ceremony, Sultan Ibrahim Abdullah Al Jueaid, Assistant Attorney General, highlighted the importance of executing this program in partnership with the EU initiative and in collaboration with UNICRI. He noted that crimes associated with CBRN materials have become highly sensitive and increasingly complex globally. He remarked that addressing these challenges requires more than just fieldwork involving hazardous materials; it encompasses specialized criminal investigations, evidence collection, sample analysis, and meticulously tracking the chain of custody. Al Jueaid added, “From this perspective, the UAE has adopted a proactive approach focused on building national competencies, enhancing legislative frameworks, boosting international partnerships, and implementing specialized training programs based on global best practices.”

International Collaboration and Future Prospects

Inigo Fabre, Deputy Head of Delegation of the European Union to the UAE and representative of the EU CBRN Centers of Excellence Initiative, expressed that this collaboration embodies the strong ties between the UAE and the EU in enhancing security and criminal preparedness. He stated, “This program is an exemplary model of cooperation among nations in confronting CBRN threats, contributing to improved investigative methods and regional judicial collaboration.” The program is also seen as a pioneering platform for unifying criminal procedures in the region, enhancing joint efforts in dealing with complex investigations.

According to Talgat Tulebayev, regional coordinator at UNICRI, the collaboration with the UAE’s Public Prosecution on this groundbreaking project aims to elevate the efficacy of justice systems and criminal investigations in the region. The training program is comprehensive, consisting of five key components: specialized theoretical lectures, practical workshops, simulation exercises, mock trials, and a train-the-trainer program. Set to run from November 2025 to April 2026, the curriculum covers every aspect of the criminal investigation cycle concerning hazardous materials, from incident detection to case building and prosecution implementation.
