The concept of “knowledge exchange” aims to strengthen the partnership between the UAE and Montenegro in government modernization efforts. This initiative underscores the significance of knowledge sharing and innovative practices in enhancing bilateral cooperation, particularly in technology, digital transformation, and strategic governance.
As part of the Ministry of Cabinet Affairs’ efforts to enhance strategic partnership, the Government Knowledge Exchange Office explored cooperation prospects with the Government of Montenegro during an official visit to the capital, Podgorica. During this visit, the UAE delegation met with several ministers, including Marash Dukaj, Minister of Public Administration; Danilo Šaranović, Minister of Internal Affairs; and Matija Medović, Deputy Minister of Energy and Mining. The focus was on strengthening the bilateral partnership between the two countries within the framework of the Government Knowledge Exchange Program.
The meetings included discussions on future cooperation areas, such as sharing experiences in developing digital government, innovation, energy, and artificial intelligence. These areas are crucial for activating the cooperation agreement on government experience exchange, which was signed during the World Government Summit 2025 in February. Abdullah Nasser Lutaah, Assistant Minister of Cabinet Affairs for Competitiveness and Knowledge Exchange, emphasized the commitment of both the UAE and Montenegro’s leadership to enhance this partnership and collaborate in government modernization efforts.
During the visit, discussions centered around enhancing knowledge exchange and developing institutional capacities. Lutaah stated, “Knowledge exchange and sharing experiences in areas of mutual interest were among the key points of the meetings.” The discussions also addressed successful experiences presented by the governments of both countries and how to effectively apply them in new contexts.
The Knowledge Exchange delegation presented successful practices in digital transformation and government accelerator programs during the meeting with the Minister of Public Administration. Additionally, they explored ways to enhance digital identity and collaborate in the field of cybersecurity with the Minister of Internal Affairs. The UAE delegation also learned about innovation and technological entrepreneurship projects in Montenegro through a meeting with Valentina Radulović, Director General of the Science and Technology Park.
The objectives of the Knowledge Exchange initiative reflect support for government modernization and digital transformation efforts, contributing to enriching cooperation areas between the UAE and Montenegro. This partnership highlights the importance of international collaboration in promoting innovation and knowledge exchange to achieve effective and sustainable outcomes in government work.
