In a significant step towards enhancing bilateral relations, the knowledge exchange initiative is leading efforts to strengthen governmental modernization partnerships between the UAE and Montenegro. This collaboration focuses on sharing best practices and expertise in various key areas, including digital transformation, innovation, and technology, thereby facilitating a progressive governmental framework that meets the demands of the modern world.
The Government Knowledge Exchange Office in the Ministry of Cabinet Affairs discussed future cooperation prospects and ways to enhance the bilateral partnership with the Government of Montenegro in the field of governmental modernization. This occurred during an official visit organized by the Government Knowledge Exchange Office to the capital, Podgorica, where His Excellency Marash Dukaj, Minister of Public Administration; His Excellency Danilo Šaranović, Minister of Internal Affairs; and Matija Medović, Deputy Minister of Energy and Mining, along with several officials from the Government of Montenegro, were met. The meetings aimed to strengthen the strategic partnership between the two countries within the framework of the government knowledge exchange program.
The visit included discussions on future cooperation areas and the exchange of experiences in governmental development, digital government, innovation, technology, energy, digital transformation, services, artificial intelligence, information security, crisis and emergency management, as well as the tourism and aviation sectors. This collaboration contributes to activating the cooperation agreement for exchanging governmental expertise, which was signed during the Global Government Summit 2025 held last February.
Abdullah Nasser Loutah, Assistant Minister of Cabinet Affairs for Competitiveness and Knowledge Exchange, emphasized that the partnership between the UAE and Montenegro in governmental modernization is supported and closely monitored by the leadership of both friendly countries. He noted that the visit provided an opportunity to explore avenues for cooperation and future prospects in the most impactful areas of government work and society.
During the meeting with His Excellency Marash Dukaj, Minister of Public Administration, the “Knowledge Exchange” delegation reviewed best practices in digital transformation, government accelerator programs, and performance systems. They also discussed with His Excellency Danilo Šaranović, Minister of Internal Affairs, ways to collaborate on developing digital identity and enhancing cybersecurity.
The delegation, during its meeting with Valentina Radulović, Director General of the Science and Technology Park, learned about innovation projects and technological entrepreneurship in Montenegro, exploring opportunities to build partnerships in the fields of accelerators and digital leadership. In its meeting with Ivana Janković, Director of the Innovation Department, the delegation discussed innovation support programs and the exchange of experiences in governmental innovation policies.
