The Ministry of Finance has announced the launch of the second edition of its government treasury bonds for individuals, set for a five-year term. This initiative aims to enhance public and resident participation in sovereign investment instruments and to solidify the United Arab Emirates’ position as a global financial hub and a leading destination for Islamic finance.
This new issuance follows the exceptional success and strong demand witnessed during the first edition of the government treasury bonds programme.
This offering is part of the Ministry’s comprehensive financial strategy to promote financial inclusion and to cultivate a culture of long-term savings and investment, aligned with the objectives of “Family Year 2026.” The programme provides a high-security sovereign investment instrument that complies with Islamic law and is fully backed by the UAE government, with a minimum subscription of only 1,000 dirhams, thus enabling various segments of society to access these sovereign investment opportunities.
The Ministry, in collaboration with Dubai Financial Market, Nasdaq Dubai, and approved receiving banks, is committed to delivering a comprehensive and seamless digital subscription experience through online channels, leading up to the listing of the bonds and their availability for trading on the secondary market at Nasdaq Dubai once the allocation and settlement processes are complete.
Mohammad bin Hadi Al Hussaini, Minister of State for Financial Affairs, stated, “The government treasury bonds programme for individuals represents a significant strategic step towards empowering all community members, citizens and residents alike, by providing them with the opportunity to invest directly in sovereign instruments compliant with Islamic law and supported by the UAE government. This programme is not merely a financial tool; it is a fundamental pillar in fostering long-term financial planning and reinforcing a culture of safe savings and investment, which directly aligns with the goals of ‘Family Year 2026’ in building a more sustainable financial future for individuals and families in the nation.”
He added, “With the launch of this second edition for a five-year term and an easily accessible minimum investment threshold, the Ministry of Finance reaffirms its commitment to continued financial innovation, the development of local capital markets, and the broadening of the investor base in government debt instruments denominated in UAE dirhams. The exceptional demand for the initial offering has highlighted the significant level of trust in the country’s sovereign instruments, and we are dedicated to working closely with our financial partners, receiving banks, and capital markets to provide a seamless and transparent investment experience that ensures accessibility and liquidity for investors, thereby reinforcing the fundamentals of the national financial system and supporting its leadership in innovative sustainable financing solutions.”
To facilitate accessibility and streamline processes for individual investors, the approved subscription channels include the electronic subscription platform of Dubai Financial Market, the “iVestor” app, the Dubai Financial Market app, and the digital channels of the participating receiving banks: Emirates NBD (the main receiving bank), along with other participating banks such as Emirates Islamic, Abu Dhabi Islamic, Ajman, Mashreq, Abu Dhabi Commercial, and First Abu Dhabi Bank.
The first issuance recorded subscription requests exceeding 445 million dirhams, nearly nine times the initial target size of 50 million dirhams, prompting the Ministry to increase the size of the issuance to 100 million dirhams.
The inaugural issuance successfully reached a wide and diverse investor base, with subscriptions of 10,000 dirhams or less accounting for 76% of total subscriptions, while UAE citizens represented 72% of the overall subscription value. Notably, there was significant participation from youth under 25 and women, who together constituted 45% of total subscribers, reflecting the programme’s role in expanding financial inclusion.
The first issuance was offered with a two-year maturity and an annual profit rate of 4.30%, with semi-annual profit distributions, completing all allocation and settlement phases successfully and followed by the listing of the bonds, officially beginning trading on the secondary market at Nasdaq Dubai on July 2, 2026.
The profit rate for the second issuance will be announced on September 22, 2026.
