In a significant move aimed at revitalizing Dubai‘s hospitality and business sectors, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Vice President of the Council of Ministers, recently approved a comprehensive set of economic facilitation measures worth one billion dirhams. These initiatives align with the vision of His Highness Sheikh Mohammed bin Zayed Al Nahyan and Sheikh Mohammed bin Rashid Al Maktoum. The goal of these economic facilitations is to enhance the flexibility and growth of the hospitality segment, ensuring businesses are equipped to navigate short-term challenges while also regaining momentum for future growth.
Key Features of the Economic Facilitation Measures
The newly approved economic facilitations for the hospitality and business sectors in Dubai include a three-month deferment for hotels to pay the full fees on room sales, food and beverage services, and the tourism dirham, starting from April 1, 2026. This decision encompasses various hospitality establishments, including hotels, serviced apartments, and holiday homes. The initiative is designed to ease financial burdens, boost liquidity, and support the sustainability of businesses in the hospitality industry during the upcoming period.
Support for Business Licenses
Additionally, the facilitations cover various fees associated with business licenses, such as charges for optional name registrations, amendments to licenses, advertisement fees for commercial licenses, local fees on commercial licenses, and charges for worker accommodation and general cleaning services. This support is applicable in the case of issuing new licenses or renewing existing ones, with companies expected to receive an update at the end of the three-month implementation window. These measures serve as an important lifeline for businesses aiming to maintain operational stability and focus on operational efficiencies.
Reinforcing Economic Resilience
H.E. Helal Saeed Al Marri, Director General of the Dubai Economy and Tourism Department, noted, “This initiative reflects Dubai’s economic model focused on flexibility, transparency, and collaboration. The swift approval and implementation of these economic facilitations illustrate our leadership’s commitment to alleviating the financial burdens on the business community and stimulating the economy.” This sentiment emphasizes the strong partnership between the public and private sectors, which has enabled the tourism sector in Dubai to grow in recent years despite challenges.
Feedback from the Tourism Sector
Issam Kazim, CEO of the Dubai Tourism and Commerce Marketing Corporation, highlighted that these economic facilitations directly respond to feedback from tourism stakeholders, aimed at enhancing the sector’s capacity for continuous growth. “In recent weeks, we have closely engaged with tourism authorities that faced unprecedented challenges. We commend their resilience and appreciate their role in maintaining high standards of service and the exceptional tourism experiences that Dubai is celebrated for,” he stated.
Further Measures to Foster Growth
Ahmed Khalifa Al Qaisi Al Falasi, CEO of the Dubai Department of Economic Registration and Licensing, added, “Dubai has gained global trust as a leading city for trade and business due to its focus on the needs of companies and its swift response to required changes.” With additional flexibility extended to businesses in the coming months, firms will be better positioned to focus on strategic priorities and ensure long-term operational sustainability. The economic facilitation measures also include extended grace periods for customs data and streamlined processes for issuing and renewing residency permits, bolstering the overall business environment in Dubai.
The efforts to provide economic facilitations not only underscore Dubai’s commitment to maintaining a robust hospitality sector, but also reflect a broader strategy aimed at ensuring the city remains a competitive and inviting destination for businesses and tourists alike. By enhancing flexibility and growth within the hospitality sector, Dubai continues to solidify its standing as a global hub of commerce and tourism.
