Dubai Real Estate Booms Over 5% Leading Global Market in 2025

Dubai‘s prime real estate market is outshining global competitors, showcasing remarkable growth that is expected to continue through 2025. With reported increases of over 5% in capital values during the first half of the year, the emirate stands out as a high-performing residential market, capturing the attention of savvy investors worldwide. Factors such as a surge in immigration, steadfast investor confidence, and a constrained supply of luxury properties have all contributed to this dynamic performance. As global real estate markets face various challenges, Dubai’s prime real estate sector remains resilient and appealing, drawing attention from both local and international buyers.

Strong Performance in Prime Residential Properties

According to Savills’ latest World Cities Prime Residential Index for H1 2025, Dubai has solidified its position as one of the most robust prime residential markets globally. The emirate’s capital values soared by more than 5% in the first half of 2025, reflecting a compelling growth trajectory. This surge is attributed to several factors, including increased immigration flows, unwavering investor confidence, and a limited supply of high-end properties. Savills anticipates that prime values in Dubai will see an additional rise of 4% to 5.9% in the latter half of the year, further showcasing the city’s enduring allure to global investors.

Rental Market Resilience

The prime rental market in Dubai has also displayed impressive resilience, with an increase of 2.9% over the past six months and a total growth of 13.3% year-on-year up to June 2025. Although growth rates have moderated from the peak levels of 2024, renewal rates on leases remain robust, suggesting that the city continues to attract high-net-worth individuals and international buyers aiming for long-term residency. Andrew Cummings, Head of Residential Agency at Savills Middle East, commented, “Despite wider macroeconomic uncertainty, Dubai’s prime residential market continues to demonstrate stability bolstered by strong fundamentals.”

A Comparative Look at Global Trends

On a global scale, Dubai’s growth has outperformed many other cities in terms of both capital value and rental price increases. Among the 30 global cities monitored by Savills, prime capital values only grew by a modest 0.7% in H1 2025, while rental values saw a rise of just 2%. Notably, Tokyo led the index with an impressive 8.8% increase in capital values, driven by strong demand and limited supply. Cities like Berlin and Seoul also showed commendable performance, each achieving growth exceeding 5%, mirroring Dubai’s achievements.

Financing and Investment Outlook

The real estate financing landscape in the UAE is crucial for sustaining this growth. Buyers typically access loan terms ranging from 15 to 30 years, with both fixed and variable options available. Minimum deposits are set at 15% for nationals and 20% for expatriates, indicating a mature financing environment that benefits both domestic and international investors. In the luxury segment, mortgaging often serves as a strategic choice rather than a necessity, aiding in capital efficiency, risk management, and long-term financial strategies.

As we move into the second half of 2025, Savills projects average capital value growth of just 1.5% and rental growth of 1% among the 30 global cities analyzed. However, Dubai is expected to retain its status as a top performer, particularly in terms of capital value growth. This trend reinforces the notion that Dubai’s prime real estate market is not just temporarily thriving; it is establishing a formidable legacy that makes it a sought-after destination for real estate investment.
