Dubai Home Buyer Program Fuels $885 Million Sales Surge

The Dubai First-Time Home Buyer Program is reshaping the real estate landscape in the emirate, making homeownership a reality for over 2,000 residents in the last six months. This initiative has driven an impressive AED 3.25 billion (approximately $885 million) in residential property sales, according to the latest data from the Dubai Land Department (DLD). As demand for affordable housing rises, the program stands out as a crucial tool for helping individuals and families secure their first homes in Dubai.

Transformative Initiative Launched in 2025

Initially launched in July 2025, the Dubai First-Time Home Buyer Program was developed through a collaborative effort between the Dubai Department of Economy and Tourism (DET) and DLD. Its primary goal is to enhance accessibility to homeownership for residents of various nationalities and income levels, fostering an inclusive real estate market.

This innovative program leverages collaboration among government entities, property developers, and financial institutions. It provides participants with priority access to new housing projects, specialized mortgage solutions, and favorable pricing designed specifically for first-time buyers. Such an approach not only makes homeownership more attainable but also empowers residents to invest in their future.

Support for the Dubai Economic Agenda

The First-Time Home Buyer Program plays an instrumental role in advancing the Dubai Economic Agenda, known as D33. The agenda aims to double the size of Dubai’s economy by 2033 and is closely linked to the Dubai Real Estate Strategy 2033, which promotes sustainable development and economic resilience. Additionally, the program aligns with the UAE’s Year of Community objectives, emphasizing social cohesion and community building.

Currently, over 41,000 residents have enrolled in the program, with a remarkable 49 percent of homes purchased by individuals who have lived in Dubai for more than five years and previously did not own property. This statistic highlights how the initiative significantly aids long-term residents in establishing permanent roots in the vibrant city.

A Collaborative Effort Towards Homeownership

The program has also seen significant engagement with tailored mortgage solutions offered by all five participating banks, amplifying its impact on making homeownership more accessible. “The remarkable response to the First-Time Home Buyer Program—an initiative guided by our visionary leadership and delivered in close collaboration with the Dubai Land Department—reflects Dubai’s spirit of partnership, uniting government, developers, and financial institutions to turn homeownership into a reality for thousands,” said Hadi Badri, Chief Executive Officer of the Dubai Economic Development Corporation.

He emphasized that this initiative not only bolsters investor confidence but also accelerates the real estate sector’s contribution to Dubai’s economy, aligning with the goals of the Dubai Economic Agenda, D33. “By fostering social cohesion and supporting talent retention, we are stimulating long-term demand and reinforcing Dubai’s position as a global model for sustainable urban development,” Badri added.

Personal Stories of Success

Fatma Almarri, a first-time homebuyer who benefited from the program, shared her thoughts, stating, “Owning a home felt distant, especially on a single income. This program made the process simpler and more achievable, and it has helped me take control of my financial future with greater confidence.”

Similarly, Jade Lee, another participant, remarked, “Owning my own property has been a life-changing milestone. Growing up in a family where homeownership was not common, I watched my parents move from one rental to another. Thanks to this program, I now have stability and a foundation I can build on for my future.”

As more developers and partners join the initiative, the Dubai First-Time Home Buyer Program is set to expand further, offering a wider array of property choices for aspiring homeowners. The program is on track to foster a more inclusive and future-focused property market that not only supports families and individuals but also enhances Dubai’s long-term competitiveness in the global arena.
