Collaboration for Social Development
The Dubai Community Development Authority has officially signed a memorandum of understanding with the Emirates Research and Studies Centre. This partnership aims to enhance collaborative efforts in research and knowledge, focusing on social development, which is crucial for formulating effective policies and strategies that improve the quality of life within the emirate.
Strategic Objectives
This agreement aligns with the Authority’s vision of leading a comprehensive social system grounded in knowledge and data. It advocates the use of evidence-based approaches to advance the social sector and bolster its capability to anticipate and respond proactively to societal shifts. Initiatives under this collaboration will include priority studies and surveys, producing analytical reports that deepen the understanding of the needs of individuals and families. These will feed into the broader goals of the “Dubai Social Agenda 33.”
Research and Capacity Building
The scope of the partnership encompasses conducting joint scientific research, publishing results in peer-reviewed journals, and refining social research methodologies following best practices. Additionally, it aims to develop the research capabilities of national personnel and prepare policy briefs and indicator dashboards while supporting the adoption of a dedicated social observatory as a specialised research centre.
Upcoming Initiatives
As an initial step, a series of specialised workshops and lectures on scientific research will be launched to foster a research-oriented culture within the Authority. This initiative aims to instil the application of data and evidence in shaping policies and social service programmes.

Sheikha Al-Jerman, Executive Director of the Social Development Sector at the Authority, stated, “Building an advanced knowledge system is a key enabler for the development of the social sector and enhances its preparedness for the future.” She highlighted that the partnership with the Emirates Research and Studies Centre would strengthen the application of evidence-based research methodologies, utilising study outcomes to formulate more proactive and effective social frameworks and programs.
Dr. Firas Habal, Head of the Emirates Research Centre, expressed pride in this collaboration that merges scientific knowledge with practical expertise, employing advanced research and analytical tools to elevate the research capabilities of the Authority and translate study results into tangible solutions that enhance quality of life and foster a more sustainable community.
