Challenges Arise for Arab AI Governance in Global Context

AI Governance in the Arab World: Limited in the Face of Global Acceleration

AI governance in the Arab world is a critical issue that demands greater attention from Arab governments, as technology is advancing rapidly. The lack of robust infrastructure and policies related to AI governance poses a significant challenge in addressing global changes. This article reviews a report that highlights the state of AI governance in the Arab world, along with the opportunities and challenges it faces.

Disparity in the Technological Gap

A report titled “The Future of AI Governance in the Arab Region: A Policy Roadmap” reveals that the capabilities of Arab countries in this field remain extremely limited compared to leading nations. China and North America collectively hold about 60% of AI patents, while the share of the Middle East, Turkey, and Africa combined is projected to be no more than 3% by 2028. These figures underscore the urgent need for countries in the region to enhance their capabilities in AI governance.

Regional Situation and Efforts

Abu Dhabi aims to transform into an AI-supported government, with investments estimated at $13 billion by 2027. These initiatives could elevate the Arab region’s position on the global AI map. Nevertheless, the report indicates that Arab countries remain in a “recipient” position rather than an “active partner” in shaping the standards of this sector.

Legal and Regulatory Challenges

The current governance frameworks serve a dual role, fostering trust while also hindering innovation. About 23% of companies expressed dissatisfaction with the costs of compliance with regulations, while 21% felt these processes slow down the pace of innovation. Conversely, 29% of small and medium-sized enterprises indicated that existing policies make AI systems safer and more trustworthy.

Need for Regional Coordination and the Future

The findings revealed varying levels of awareness regarding different policies, with only 10% of companies demonstrating a deep understanding of governance frameworks. Additionally, 31.5% of companies reported difficulties due to policy inconsistencies among Arab countries, highlighting the need for security and regional coordination in AI governance policies.

Amid challenges and opportunities, AI governance in the Arab world requires a comprehensive strategic approach that enhances infrastructure, develops skills, and supports research and development to advance competitiveness in this future sector. This indicates that Arab countries need to think proactively about AI policies to ensure their competitiveness in the rapidly evolving global landscape.
