Dubai‘s journey towards making homeownership more accessible for its residents has been marked by the launch of the “First Property Ownership” programme by the Dubai Land Department. Introduced nearly a year ago, this initiative aims to simplify the process for first-time home buyers by offering early access to new residential projects, preferential pricing, and flexible financing options in collaboration with leading property developers, brokers, and local banks.
Eligibility Criteria
The programme is open to all residents of the UAE aged 18 and above, regardless of nationality. A key requirement is that applicants must not currently own any property under freehold ownership in Dubai, and the value of the targeted property should not exceed AED 5 million. Notably, ownership of property outside Dubai does not disqualify an individual from benefiting from this initiative, allowing those who own property in areas not under freehold regulations in Dubai to apply.
Preferential Pricing and Financing Options
Qualified buyers are granted priority access to new residential units before the official launch of real estate projects, along with preferential prices on selected properties. The programme is not limited to properties under construction; it also caters to those interested in ready-to-move-in homes by providing financing offers from participating banks, which include preferential interest rates and expedited approval processes. For off-plan properties, flexible payment plans are available, allowing eligible buyers to take advantage of easier registration fee payment options via approved credit cards under interest-free instalment schemes.
How to Participate
To get started, interested applicants can register through the Dubai Land Department’s website or the “Dubai Rest” app, where they will need to submit their information. Once their eligibility is confirmed, they will receive a confirmation email containing a QR code, which serves as a gateway to access the programme’s benefits and offers from participating developers and banks. If an application is denied due to ineligibility, the department will notify the applicant and allow for future reapplication when criteria are met. No additional fees are imposed for registration or participation under this initiative, apart from the standard registration charges applicable and any fees mandated by developers or banks unless stated otherwise in programme offers.
A Rich Network of Developers and Financial Institutions
The success of the programme relies on a broad network of participating property developers, which includes notable names such as Emaar, Damac, Azizi, and Nakheel, among others. Additionally, banks like Emirates NBD, Dubai Islamic Bank, and Mashreq are involved, offering competitive mortgage options to buyers. Although no mortgage is required to join the programme, buyers can approach these banks post-qualification for financing solutions tailored for first-time buyers.
Freedom of Choice for Buyers
Once eligibility is confirmed, buyers may interact with any of the participating developers or banks, exploring various options before making a purchase decision. However, benefits from the programme are limited to one selected developer and one participating bank. Developers will begin contacting qualified buyers prior to launching new projects, giving participants an early look at available units. Should a buyer not find a suitable property immediately, their registration remains valid, ensuring they continue to receive notifications about new opportunities throughout their participation in the programme.
One-Time Benefit Structure
The programme clearly defines the “first-time buyer” concept. Once an individual purchases and registers a property under this initiative, they lose their status as a first-time buyer and are ineligible for future benefits of the programme, even if they choose to sell the property later. Joint purchases with ineligible individuals are also prohibited, ensuring ownership remains exclusive to qualified individuals. This structure aims to address a critical phase in the home-buying journey for newcomers—transitioning from search to decision—by combining early access to projects, price incentives, payment plans, and financing within a cohesive framework led by the Dubai Land Department in collaboration with an extensive range of developers and banks.
Notable Success of the Programme
Since its inception in July 2025, the programme has empowered over 3,200 residents in the UAE to purchase their first home in Dubai, with residential property transactions exceeding AED 5 billion. Approximately 45,000 individuals have registered for the initiative, which is accessible to all residents over the age of 18 who do not currently own freehold residential property in Dubai. These figures highlight the programme’s growing impact in broadening home ownership opportunities, along with supporting Dubai’s larger objectives to enhance its status as a premier global destination for living, working, investing, and visiting.
