Amina Al-Dhahak Leads UAE Delegation at Brazil Climate Summit

In a significant diplomatic engagement, Dr. Amina Al-Dhahak led the UAE delegation at the Belém Climate Summit in Brazil, representing His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the UAE. This pivotal summit focused on addressing climate challenges, gathering heads of state, ministers, and international organizations to cultivate collaborative solutions and set ambitious climate commitments.

At the invitation of Brazilian President Luiz Inácio Lula da Silva, the summit took place on November 6 and 7, 2025, in the Amazon region. A distinguished group of global leaders convened to tackle pressing climate issues and reaffirm their commitment to sustainable development.

During the first day of the summit, Dr. Al-Dhahak delivered the official UAE statement, addressing the urgent global challenges facing the energy sector. She also participated in a high-level session concerning the transformation of this sector, emphasizing the need for effective and equitable transition strategies.

Razan Khalifa Al Mubarak, the UAE’s special envoy for nature, spotlighted the nation’s commitment to nature-based solutions during the launch of the “Forever Tropical Forests Facility.” This initiative aims to enhance global forestry efforts and showcases the UAE’s leadership in environmental advocacy.

In her official address, Dr. Al-Dhahak emphasized the importance of transparency in executing the UAE’s climate commitments. She noted that the UAE is actively working to track all six greenhouse gases in its transparency report, thereby enhancing its responsiveness to climate change.

Dr. Al-Dhahak also highlighted national efforts to combat climate change and adapt through various renewable and clean energy projects, agricultural transformation, and infrastructure developments. These initiatives aim to implement best practices and create a global model for comprehensive sustainability across all sectors.

She called upon all nations to join the global endeavor to combat climate change by enhancing transparency and raising climate ambitions through nationally determined contributions (NDCs). The UAE advocates for collective efforts to adopt indicators that will allow all parties to measure progress transparently in climate adaptation.

Furthermore, Dr. Al-Dhahak stressed the necessity of increasing climate funding to achieve a “new collective quantitative goal,” ensuring that no nation is left behind in the pursuit of climate objectives.

On November 6, during the summit, the UAE, represented by Razan Khalifa Al Mubarak, participated in the launch of the “Forever Tropical Forests Facility,” led by President Lula. Al Mubarak expressed the UAE’s support for the facility’s launch, underscoring the nation’s role as an early supporter and member of the facility’s interim steering committee.

She declared her commitment to “enhancing diplomacy and political advocacy, mobilizing like-minded investors and partners, and supporting tropical forest countries in their preparedness,” showcasing the UAE’s ongoing leadership under the “UAE Agreement” at COP28 aimed at halting and reversing global deforestation by 2030. “Protecting the remaining tropical forests in the world is not merely a necessity; it is fundamental to the health of our planet and climate for current and future generations. Without it, there is no Paris Agreement,” she asserted.

During a session on November 7 titled “Energy Sector Transformation,” Dr. Al-Dhahak reiterated the strategic significance of a fair energy transition that ensures energy security and accessibility for all. She reaffirmed the UAE’s commitment to actively contribute to climate action and limit global temperature rise to 1.5 degrees Celsius, with goals to triple the global renewable energy production capacity by 2030.

The Belém Climate Summit serves as a crucial prelude to the 30th Conference of the Parties (COP30), scheduled from November 6 to 21, 2025, in the Brazilian city of Belém.

This summit brings together world leaders, scientists, NGOs, and civil society to discuss priority actions for addressing climate change. COP30 will focus on international efforts to limit global temperature rise by 1.5 degrees Celsius and showcase the latest nationally determined contributions alongside progress made on funding commitments established at COP29.
