UAE Collaborates with Syria on Government Modernization and Leadership Development

The UAE is taking significant steps to share its government modernisation model and leadership capacity-building initiatives with Syria. Recently, Mohammed Abdullah Al Gergawi, the UAE Minister of Cabinet Affairs, welcomed participants of the “Executive Leadership Program of the Syrian Arab Republic” organised by the Knowledge Exchange Office within the Ministry of Cabinet Affairs. This initiative aims to enhance leadership skills and allow the Syrian participants to explore the various government practices developed by the UAE across multiple sectors.

Enhancing Partnerships for Development

Al Gergawi highlighted that this programme is a manifestation of the UAE leadership’s directives to expand the nation’s partnerships in governmental modernisation and development with brotherly and friendly countries. He emphasised the importance of sharing the UAE’s experiences and models built over the decades to improve governmental performance and enhance the quality of services provided to communities.

Focus on Experience Sharing

The Minister noted that the collaboration revolves around exchanging expertise and best practices in areas such as government services, policies, legislation, artificial intelligence, and performance enhancement. These efforts aim to create more efficient and flexible governmental systems ready for the future.

Investment in Human Capital

“Investing in leadership and governmental competencies is investing in the future of governments and societies,” Al Gergawi stated. He observed a keen interest among the Syrian participants in the UAE’s experience in eliminating bureaucracy and developing government services, reflecting a strong desire to adapt these lessons to their national priorities.

A Structured Learning Experience

The Knowledge Exchange Office organised a series of sessions, workshops, and field visits for the programme participants. They trained within various ministries and federal entities, gaining firsthand insights into operational mechanisms and meeting Emirati officials and experts across different governance fields.

Comprehensive Programme Content

The programme covered extensive topics, including government services, accelerators, artificial intelligence, policies and legislation, human resources, government communication, strategies, data, and digital transformation. It also provided insights into the UAE’s approach to reducing bureaucracy and redesigning government procedures.

Bridging Theory and Practice

By linking theoretical concepts to practical applications within the UAE government, the programme ensured participants left with a concrete understanding of how policy transitions from design to execution. This hands-on approach enabled participants to closely observe the many facets of the UAE’s government work that have contributed to enhancing its operations.

A Commitment to Institutional Development

This initiative underscores the UAE’s commitment to support institutional development efforts in Syria and to continue collaborating in building governmental capacities and training talents. It stems from the brotherly ties between the two nations and the UAE’s philosophy in sharing its successful experiences with its counterparts.

Long-Term Goals Beyond Politics

The programme is part of the UAE Government’s Knowledge Exchange Programme, aimed at transferring best practices and governmental experiences to friendly nations while fostering cooperation in modernisation and institutional capacity-building. This developmental model extends beyond mere training, reflecting the UAE government’s belief that ongoing development is essential and requires continuous evaluation of tools and methodologies to keep pace with rapid global changes. The UAE sees sharing its experiences with Syria as a joint investment in regional stability and prosperity, anchored firmly in institutional development and human capacity building.

A Trustworthy Development Partner

Ultimately, this programme solidifies the UAE’s position as a reliable development partner advocating for human empowerment at the heart of its vision for future governments.
