Indian Investors Target $20 Billion in Dubai Real Estate Boom

As the demand for Dubai‘s real estate soars, Indian investors are setting their sights on an impressive annual injection of $20 billion into UAE assets. This surge follows recent amendments made by the Reserve Bank of India aimed at promoting cross-border investments, particularly in real estate. With the ongoing growth in Dubai’s property market, Indian investors are poised to capitalize on new opportunities in the region.

Dubai’s Real Estate Boom

The momentum in Dubai’s property sector is remarkable, with the market recording 226,000 transactions totaling AED 761 billion ($207 billion) in 2024. This represents a staggering 36% year-on-year increase in volume and a 20% rise in value. Such figures underscore the escalating interest from global investors, especially from India, who are eager to engage in the UAE’s flourishing real estate landscape. Wealthy Indians clearly aim to seize the chance to invest up to $20 billion annually in UAE assets.

Regulatory Changes Foster Investment

Amit Goenka, Chairman and Managing Director of Nisus Finance, emphasizes how the Reserve Bank of India’s revised Overseas Portfolio Investment (OPI) and Overseas Direct Investment (ODI) regulations provide clearer pathways for investment. Under the Automatic Route, Indian entities can now make investments abroad without needing prior approval from the Reserve Bank of India, as long as the investment doesn’t exceed 400% of their net worth.

This regulatory flexibility has contributed to a significant increase in Indian investments abroad, which surged by 67.74% in FY 2024-25, reaching $41.6 billion compared to the previous fiscal year’s $24.8 billion. The Liberalised Remittance Scheme (LRS) has also empowered individual investors, allowing them to remit up to $250,000 annually. Outward remittances reached an all-time high of $29 billion from April 2023 to February 2024, showcasing the robust interest in channeling funds into opportunities abroad.

Investment Trends and Innovations

Goenka points out that Indians have become the largest foreign investor group in the UAE, particularly within the real estate sector. The anticipated influx of investments aligns perfectly with the current market conditions. The UAE’s real estate market, valued at nearly $680 billion, is seeing a burgeoning demand for affordable housing, particularly in regions like Jumeirah Village Circle (JVC) and Al Furjan, where Nisus Finance is strategically focusing its efforts.

Despite the growing demand, there is a significant funding gap—over $100 billion annually—that currently goes unmet by traditional capital sources, which cover only 30% of that need. Innovations in investment methods, including property tokenization and the use of advanced technologies like blockchain and artificial intelligence, are poised to reshape the investment landscape. The Dubai Land Department is pioneering real estate tokenization, targeting AED 60 billion ($16.3 billion) in tokenized property transactions by 2033.

Broader Economic Impact

The appeal of the UAE extends far beyond real estate, as geopolitical shifts prompt an influx of manufacturing and logistics industries into the region. Factors like population growth and favorable economic policies are fueling this shift. The UAE’s Vision 2040 aims to increase the population to 13.6 million from 10 million, creating a burgeoning demand for housing and services. In 2024, over 4,300 Indian ultra-wealthy families relocated to the UAE, contributing $5 billion in investable assets.

Institutional capital is recognizing these trends, with global investment giants such as Blackstone and Brookfield joining sovereign wealth and pension funds in supporting the UAE’s growth trajectory. Goenka firmly states, “We are witnessing a shift from legacy family capital to professionally managed global capital. This is a sign of market maturity, not a slowdown.” With India poised to invest $20 billion annually in UAE assets, the landscape is ripe for both domestic and international investors eager to capitalize on these exciting developments.

Looking ahead, Goenka predicts the UAE’s real estate investment trust (REIT) market, currently valued between $7 billion and $8 billion, could mirror the phenomenal growth seen in markets like Singapore and the US within the next five to seven years. Nisus Finance is strategically targeting $1 billion in investments through its platform, underscoring the message that the opportunity is here, and the capital is ready. “It’s now about connecting the dots,” he concluded.
