In a significant advancement towards enhancing judicial capabilities in chemical, biological, radiological, and nuclear (CBRN) crime investigations, the Federal Public Prosecution has launched the third phase of its regional training program aimed at developing investigative skills. This initiative, backed by Attorney General Hamed Saif Al Shamsi, underscores the commitment to fostering international collaboration and institutional readiness in tackling such complex crimes.
The Federal Public Prosecution launched the third phase of the regional training program to develop investigative capabilities in CBRN-related crimes, under the patronage of His Excellency Dr. Hamed Saif Al Shamsi, Attorney General of the Federation, in strategic partnership with the European Union.
The inaugural session was attended by Assistant Attorney General Sultan Al Juaid, with the participation of Lucy Berger, the European Union Ambassador to the UAE, as a guest of honor, at the invitation of the regional secretariat of the Centers of Excellence for Chemical, Biological, Radiological, and Nuclear (CBRN) risk mitigation.
In her opening remarks, Berger emphasized the importance of building specialized judicial capacities and enhancing international cooperation in the investigation and prosecution of CBRN crimes, contributing to institutional readiness and effective handling of these transnational crimes. She added, “The European Union has close cooperation with the United Arab Emirates and seeks to build on this bilateral collaboration to transform it into regional cooperation.”
For his part, Counselor Salem Ali Al Zaabi, Head of the Emergency, Crises, and Disasters Prosecution, stated that the first two phases yielded qualitative results that reflected the success of the program in terms of design, implementation, and training impact, with 43 trainees completing 36 training hours out of a total of 135 hours representing the overall duration of the five phases. He confirmed that the third phase focuses on the integrated judicial pathway for CBRN cases, beginning with crime characterization and building the case file, through managing the crime scene and handling evidence while linking it to criminal intent, all the way to directing charges and managing the trial, within precise legal frameworks. The fourth and fifth phases are set to be completed in March and April, respectively.
Officials from the Federal Public Prosecution and the European Union affirmed that the launch of the third phase of the program reflects the United Arab Emirates’ commitment to enhancing the criminal justice system and establishing institutional integration and international partnerships.
Enhancing Cooperation
On another note, the Attorney General of the Federation met with the European Union Ambassador, along with a group of international experts participating in the program, to discuss the program’s trajectory, future goals, and ways to develop the existing partnership in qualifying and developing specialized national cadres, as well as enhancing joint cooperation in building judicial capacities according to the best international standards and practices.
The inaugural session also included a speech by the Federal Public Prosecution delivered by Counselor Salem Ali Al Zaabi, who confirmed that the third phase of the program represents a qualitative shift from establishing legal and institutional understanding to enhancing practical ability in building case files for effective prosecution. He pointed out that the program began in November 2025 in collaboration with the European Union and the United Nations Regional Institute for Crime and Justice Research, as part of a comprehensive strategic vision led by the UAE, with effective international partnerships.
