The UAE’s economy is witnessing significant traction through the empowerment of family-owned businesses, which are pivotal in driving national economic growth. As these enterprises form the backbone of the economy, initiatives like the recent open dialogue organized by the Ministry of Economy and Tourism play a crucial role in facilitating their success. By enhancing communication and collaboration within this sector, the government aims to leverage the unique strengths of family businesses to stimulate overall economic development.
Recently, the Ministry of Economy and Tourism hosted an open forum with representatives from six major family-owned enterprises in the UAE. This event is part of a broader effort to foster direct engagement with family businesses and ensure they benefit from the evolving legislative and regulatory environment established to support the sustainability and growth of this vital sector. Abdulaziz Al-Nuaimi, Assistant Undersecretary for Entrepreneurship and Economic Affairs at the Ministry, emphasized that the UAE has made significant strides in developing a comprehensive and competitive legislative framework that governs family businesses. This framework is designed to enable their growth and prosperity in alignment with the country’s vision, which underscores the importance of family businesses as key drivers of national economic advancement and robust competitiveness.
“The family business sector contributes approximately 60% to the nation’s GDP, provides over 80% of employment opportunities, and constitutes nearly 90% of all private enterprises in the UAE, making it a crucial pillar in achieving the goals outlined in the ‘We Are UAE 2031’ vision,” stated Al-Nuaimi. The ambitious goal aims to double the country’s GDP to 3 trillion dirhams within the next decade, underscoring the essential role that family businesses play in this transformation.
To this end, the Ministry of Economy and Tourism, in collaboration with both public and private sector partners, has implemented the first comprehensive and unique federal law in the world dedicated to this sector. The Federal Law No. 37 of 2022 on Family Businesses not only introduces a unified registry for these entities but also outlines the governance frameworks and mechanisms for ownership transfer within family businesses. This legislative advancement offers a structured approach to ensuring continuity, sustainability, and growth, allowing family businesses to innovate and thrive.
Al-Nuaimi further elaborated that the registration process for family businesses within this unified registry is now operational. This integrated system aligns with local government procedures for licensing, guaranteeing a streamlined and reliable process across the Emirates. Currently, the registry includes 18 family businesses and provides essential services such as registration, certification issuance, and charter deposit.
The meeting also delved into the legal and regulatory frameworks established by the Family Business Law, highlighting how it supports the sustainability of this sector and enhances governance practices. The provisions enable seamless generational transitions within these enterprises, allowing them to scale their operations and investments in the new economy’s sectors, thereby enriching the competitive landscape in the UAE.
A pivotal aspect of the discussions involved strategies for family business empowerment and growth, focusing on the orderly transfer of ownership and management across generations. This approach aims to ensure ongoing success and reinforce the sector’s vital role as a foundation for the competitiveness of the national economy. Participants also emphasized the need for enhanced communication among sector leaders to share experiences and best practices, fostering business models that are more adaptive and sustainable.
Participants received a comprehensive overview of the Family Business Law and explored how to leverage its provisions. The discussions also covered the process of registration in the family business registry at the Ministry, including the legal sanctity conferred upon the family charter, which promises continuity in management philosophies across generations.
The meeting addressed key challenges that family businesses encounter in the UAE, such as administrative discrepancies between members of the second generation and subsequent owners, which can affect stability and growth. In response, stakeholders explored viable solutions to tackle these issues by utilizing Federal Law No. 37 of 2022, which offers a comprehensive legal framework that simplifies ownership and governance of family businesses while ensuring smooth generational transitions.
In this way, the UAE is effectively reinforcing the importance of family businesses as essential components of the national economy. By strategically supporting their development, the government is not only driving economic growth but also establishing a more resilient and diverse economic landscape.
