Emirates Unveils Ambitious 2.83 Trillion Dirham Infrastructure Plan

2.83 Trillion Dirhams: UAE Infrastructure Project Portfolio

The infrastructure sector in the UAE is experiencing rapid growth, driven by an expansive portfolio of projects valued at over 770 billion dollars (equivalent to 2.83 trillion dirhams), positioning it among the largest globally, according to a report by Atkins Real Estate Middle East. The report projects that the sector will continue to expand at an annual growth rate between 4% and 6%, with expectations that the compound annual growth rate for infrastructure will surpass 5% through 2030. This growth is shifting focus toward system performance and service quality, propelled by digital transformation, integrated transport networks, and significant investments in renewable energy and water security.

Rare Equation

Mohamed Youssef, Senior Vice President of Infrastructure at Atkins Real Estate Middle East, highlighted that the UAE embodies a rare combination of long-term vision and high execution speed for infrastructure projects. He noted that a cohesive institutional framework and clear regulations reduce project risks and streamline delivery processes. Contracts exceeding 328 billion dollars were awarded between 2020 and 2025, reflecting ongoing activity and a stable investment climate that attracts global capital, allowing the adoption of the latest delivery methodologies and digital tools.

Despite some supply chains experiencing limited pressures, particularly in logistics pathways and material costs, the impact on the UAE has remained minimal due to its diverse trade networks and advanced logistical infrastructure. Companies have responded by diversifying suppliers, accelerating purchasing processes, and enhancing digital coordination with contractors. Youssef pointed out that scenario-based planning has become an integral part of project management, aiding in effectively anticipating and addressing disruptions.

High Adaptability

Regarding factors that enhance the adaptability of the UAE’s infrastructure sector, Youssef stated that it benefits from robust governance, broad business partnerships, and clear investment priorities. He noted that non-oil sectors continue to support the economy, contributing over 77% to the GDP, providing a solid foundation that buffers infrastructure projects from regional fluctuations and ensures their sustainability and progress even during instability.

Youssef emphasized that governmental policies have played a crucial role in cementing the resilience of the UAE’s infrastructure sector. The consistent organizational clarity and sustainable public investments, forming 90% of infrastructure financing, have created a stable environment that supports efficient project execution. He pointed out that national strategies focusing on economic diversification, sustainability, and energy transition reinforce a stable environment that allows both public and private sectors to plan with confidence in the long term.

National Priorities

Concerning projects anticipated to witness substantial growth, Youssef indicated that the focus will be on initiatives linked to national priorities, including integrated transport networks, energy transition projects, water security programs, and digital infrastructure such as data centers and communication networks. The transport sector alone accounts for approximately 38% of infrastructure spending.

He outlined major opportunities in multi-sector integrated infrastructure platforms, encompassing transport networks, renewable energy, water infrastructure, and large urban schemes. Notably, the logistics and digital infrastructure sectors are experiencing significant momentum, especially in AI-supported projects and cloud services, which bolster the UAE’s position as a regional and global hub.

Youssef affirmed that the company’s current projects reflect a shift towards an integrated infrastructure approach reliant on data, including advanced transportation solutions, water infrastructure updates, and extensive urban plans. Furthermore, participation in digital twin programs enables clients to manage and optimize assets in real-time, enhancing efficiency, adaptability, and long-term value. He highlighted the continued support for clients through a diverse portfolio of integrated consulting, advanced engineering services, and digital asset management, facilitating comprehensive solutions to challenges. The focus remains on delivering sustainable infrastructure performance for decades while prioritizing resilience, sustainability, and life-cycle value to ensure asset reliability and adaptability to economic, environmental, and technological developments.

Integrated Models

Youssef also noted that digital transformation has become a fundamental aspect of the project life cycle, spanning from design to operation. Clients today expect data-driven solutions, integrated design models, and digitally supported construction management. He remarked that modern technologies such as Building Information Modeling (BIM), digital twins, and predictive analytics have become essential elements for enhancing decision-making, reducing risks, and increasing efficiency. Youssef asserted that AI-driven design, digital twins for asset life cycle management, and advanced analytics will have the most significant impact on the sector. Moreover, autonomous mobility systems and advanced geographic information platforms will revolutionize the planning and management of infrastructure networks at both city and national levels.
