The record performance of Dubai‘s tourism sector in 2025 reflects Sheikh Mohammed bin Rashid’s vision to solidify the city’s position among the top three tourist destinations in the world. With an impressive influx of visitors, strategic partnerships, and innovative initiatives, Dubai continues to rise as a leading global hub for travel, leisure, and business.
Record-Breaking Visitor Numbers
In 2025, Dubai welcomed 19.59 million international visitors, setting a new record for the third consecutive year and achieving an annual growth of 5% compared to 18.72 million visitors in 2024, as reported by the Dubai Department of Economy and Tourism. The emirate closed 2025 with a remarkable surge; December alone saw over two million visitors for the first time in its history, indicating strong momentum heading into 2026. Strategic partnerships, global marketing campaigns, and the hosting of major events greatly contributed to this exceptional achievement.
Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, remarked that “the record performance of Dubai’s tourism sector in 2025 reflects the fruits of the ambitious vision and wise guidance of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the UAE, Prime Minister, and Ruler of Dubai, may God protect him; to establish Dubai among the top three tourist cities in the world.” He emphasized that this accomplishment confirms the robustness of the growth model adopted by the emirate, which is anchored in long-term planning, flexibility, and effective public-private partnerships.
Growth Across Global Markets
The Dubai Department of Economy and Tourism implemented a diversified strategy throughout the year, collaborating with over 3,000 international partners. This has contributed to attracting new and repeat visitors from both traditional and emerging markets. In December alone, Dubai recorded 2.04 million international visitors, marking a 6% annual growth, while January 2025 previously saw a record of 1.94 million visitors.
Data indicates that the Gulf Cooperation Council (GCC) and the Middle East and North Africa (MENA) regions accounted for 26% of all visitors to Dubai in 2025, with 2.99 million from the GCC and 2.17 million from MENA. Western Europe topped the visitor market, contributing 4.10 million travelers, a considerable increase from the previous year’s figures.
Hotel Sector Achievements
Dubai’s hotel sector experienced significant advancements due to the opening of new facilities and strategic initiatives, resulting in record outcomes in 2025. By the end of December, the city’s hotel capacity reached 154,264 rooms across 827 establishments, positioning Dubai favorably against leading global cities like Bangkok and New York.
The average hotel occupancy rate rose to 80.7% in 2025, up from 78.2% in 2024, as per hospitality indicators issued by the Dubai Department of Economy and Tourism. Furthermore, the average daily room rate increased to 579 dirhams, an 8% rise compared to 538 dirhams in 2024. As a testament to the UAE’s global reputation, Dubai continues to set benchmarks in the hospitality sector.
Innovative Initiatives and Sustainability Efforts
In 2025, Dubai launched several initiatives aimed at enhancing the hospitality sector’s growth. Notably, an investment incentive initiative was introduced to encourage the establishment of new hotels in high-growth areas. The Dubai Department of Economy and Tourism also implemented an innovative digital check-in solution, streamlining guest arrival experiences across hotels and vacation homes.
Additionally, sustainability initiatives aligned with Dubai’s Economic Agenda 33D were implemented, leading to 153 hotels receiving the Dubai Sustainable Tourism stamp, showcasing the city’s commitment to responsible tourism practices. These advancements ensure that Dubai not only attracts international visitors but does so with a focus on sustaining its unique environmental features.
With these proactive strategies and significant investments in its tourism infrastructure, Dubai is well on its way to reinforcing its position as a leading global destination, embodying the aspirations laid out in Sheikh Mohammed bin Rashid’s vision.
