Dubai Secures Contract for Hessa Street Development Phase Two

In line with the directives of the visionary leadership of Dubai, the Roads and Transport Authority (RTA) has announced the awarding of the second phase contract for the development of Al Hessa Street. This critical project aims to enhance the infrastructure of Dubai’s road network in response to ongoing urban development and population growth. Spanning 3 kilometers from its intersection with Al Khail Road to Sheikh Mohammed bin Zayed Road, this initiative is set to significantly improve traffic flow and connectivity in the region.

Project Overview

The second phase of the Al Hessa Street development project will involve the construction of three key intersections, featuring 8,835 meters of bridges and a 480-meter tunnel. This extensive infrastructure upgrade is expected to double the road’s capacity, increasing traffic from 4,000 vehicles per hour to 8,000 vehicles per hour. The project will directly serve around 650,000 residents across ten residential and developmental areas, significantly reducing travel time from 24 minutes to just five minutes.

Technical Enhancements

As explained by Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors at the RTA, “The second phase is a continuation of the initial phase and is set to be completed in the first quarter of 2026.” This phase will improve the efficiency of the intersection of Al Khail Road and Al Hessa Street by increasing the number of lanes from two to four in each direction. Additional plans include constructing collector roads and direct ramps to streamline traffic flow towards Abu Dhabi, designed to accommodate thousands of vehicles efficiently.

Infrastructure and Capacity

The project aims to enhance multiple intersections, including a direct ramp from Al Khail Road to Al Hessa Street. The new infrastructure will allow for an additional capacity of 18,200 vehicles per hour at the intersection, addressing the traffic bottlenecks currently experienced. The ongoing developments will also transform existing roundabouts into signalized intersections, improving overall traffic management and safety.

Future Developments

Looking ahead, the RTA plans to open all works from the first phase of the Al Hessa Street development in April of the upcoming year, which will include bike paths and pedestrian lanes. The comprehensive development also highlights the importance of sustainable transport options by incorporating an extensive cycling lane network of 10.4 kilometers that links various neighborhoods, promoting alternative means of mobility.

The second phase of the Al Hessa Street project signifies a vital step in Dubai’s commitment to infrastructure growth, aiming not only to ease traffic congestion but also to enhance the overall quality of life for its residents. Ultimately, this ambitious undertaking is expected to reshape the landscape of road connectivity in Dubai, making it a city that accommodates both current and future needs. With major benefits for commuters and travelers alike, the RTA is poised to deliver a transformative project that reflects Dubai’s dynamic spirit of progress.
