In a significant move aimed at modernizing the construction sector within the Emirate of Dubai, Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, has enacted Law No. (7) of 2025 regulating construction activities. This law reflects Dubai’s visionary approach to enhancing and organizing vital sectors in alignment with global best practices, marking a pivotal step in bolstering the legal and governance framework for the construction industry. The law seeks to unify and regulate construction activities across the emirate, establishing clear criteria for classifying contractors based on their expertise and financial, technical, and administrative capabilities.
Key Objectives of the New Law
This legislation aims to ensure that the highest standards of quality and professionalism are applied throughout the construction sector. By enhancing transparency and coordination among various governmental bodies, the law supports Dubai’s ambitious development trajectory and meets the demands of its rapid urban and economic growth. It aligns with the emirate’s building, planning, and urban development standards, fostering a cohesive environment for industry stakeholders.
Establishment of a Regulatory Committee
The new law also mandates the formation of a permanent committee called the “Committee for Organizing and Developing Construction Activities,” headed by a representative from the Dubai Municipality. This committee includes members from relevant governmental bodies and will oversee the approval of construction activities in Dubai. One of its primary responsibilities is to ensure compliance with the provisions of this law and any associated regulations. The committee will also propose policies and legislative changes to enhance the regulation of construction activities, thereby facilitating a streamlined governance framework.
Scope and Applicability
This law will come into effect six months after its publication in the official gazette and will encompass all contractors operating in Dubai, including those in private development areas and free zones such as the Dubai International Financial Centre. While it covers all construction activities, specific exclusions apply to airport-related projects and infrastructure services, which may be exempted based on directives from the Executive Council of Dubai.
Compliance and Penalties
The law outlines strict compliance requirements for contractors, emphasizing adherence to existing regulations regarding construction, public safety, environmental standards, and health codes. Contractors must also be cautious not to engage in projects beyond their financial, technical, or administrative capabilities. Those found violating the provisions of the law face penalties, including financial fines ranging from AED 1,000 to AED 100,000, with the potential for doubling the fine for repeat offenses within a year.
The enactment of Law No. (7) of 2025 marks a transformative phase for construction activities in Dubai, reinforcing the emirate’s commitment to effective regulation and high standards in the industry.
