Dubai Implements New Regulations on Violations and Administrative Penalties

Recently, Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the UAE and Prime Minister, issued Law No. (6) of 2026 regarding violations, penalties, and administrative measures in the Emirate of Dubai. This law aims to establish a clear and binding legal framework for governmental entities dealing with administrative violations, penalties, and measures. With a focus on transparency, accountability, and protection of rights, this legislation is a significant step toward ensuring the integrity and proper functioning of public services while safeguarding community interests.

Objectives of the New Law

The primary aim of this law is to enhance the governance of administrative penalties and regulations. It seeks to ensure that all entities comply with the existing legislative framework in Dubai. By doing so, the law promotes the principle of timely justice and serves as a deterrent against actions that may threaten public safety and communal security. Ultimately, it elevates awareness about the importance of adherence to laws within the emirate.

Framework for Administrative Violations

The law clearly elucidates the criteria for identifying administrative violations. It specifies that violations must be articulated in legislation from the competent authority and defined in a detailed manner. Such definitions help ensure that those subject to the regulations understand their obligations and avoid non-compliance. Administrative violations will be categorized based on their seriousness and impact on public interest, delineating them as minor, moderate, or severe. This categorization assists in determining the appropriate administrative penalties.

Administrative Measures and Penalties

Incorporating fairness and transparency, the law also outlines the administrative measures that can be employed against offenders. These measures may include warnings for correcting issues—either before or after the imposition of a penalty—temporary closure of non-compliant establishments for up to six months, or even permanent closure in severe cases. Further actions may involve revoking or modifying permits or licenses granted to those entities or individuals found guilty of administrative violations.

Implementation and Publication Criteria

The law sets forth specific procedures and criteria regarding the implementation and public announcement of administrative violations. It requires prior approval from the General Director of the relevant governmental entity, along with coordination with the Dubai Government Media Office. Additionally, the Executive Council of Dubai will issue necessary regulations to implement the law’s provisions, ensuring compliance with its guidelines.

This comprehensive approach to managing administrative violations and penalties marks a pivotal moment in Dubai’s legal landscape, aligning with the emirate’s vision for a robust and fair legal system that upholds public interest while safeguarding individual rights.
