In an ambitious move to enhance its legislative and innovative ecosystem, the Dubai Future Foundation has announced the launch of the “Artificial Intelligence Sandbox” as part of the “Dubai Sandbox” initiative. This collaborative effort seeks to bridge the gap between the public and private sectors, fostering innovation in artificial intelligence.
Bridging Startups and Government
The “Artificial Intelligence Sandbox” aims to unite startups, small and medium enterprises, and major technology firms alongside relevant government entities, including the Dubai Artificial Intelligence Centre. The primary objective is to test AI-driven solutions within real-world environments across various sectors, such as education, healthcare, transportation, logistics, tourism, media, and government services.
Requirements for Participation
To be eligible for participation, solutions must have reached at least the minimum viable product stage or progressed beyond it, demonstrating readiness for commercial deployment. Participants are also expected to provide results and data that contribute to the development of regulations and policies. Companies worldwide are invited to apply until 18th December 2026.
Facilitating Future Readiness
The introduction of the “Artificial Intelligence Sandbox” aligns with Dubai’s commitment to engaging both public and private stakeholders in refining the legislative and regulatory frameworks that facilitate the transition of promising AI technologies from trial phases to actual implementation.
Support for Innovators
Participating companies will benefit from technical, regulatory, and commercial expertise, alongside specialized mentorship aimed at overcoming challenges that could hinder the implementation of their innovations. This may include exploring regulatory exemptions tailored to specific cases, subject to approval from relevant authorities.

Khalifa Al Qama, Head of Research, Development, and Innovation at Dubai Future Foundation, stated: “Dubai and the UAE have made significant strides in embracing AI technologies. Our priority now is to propel promising solutions beyond testing and into practical use. To achieve this, we must first address the regulatory hurdles faced by companies while continuing to develop new technologies, enabling their innovations to translate into practical applications.”
Collaboration for Progress
Al Qama emphasised that the initiative would strengthen collaboration between innovators and regulatory bodies to test new applications, identify areas requiring updates to existing regulations, and develop practical solutions to ongoing challenges. “Our goal is to assist companies in advancing and applying AI technologies within a framework of clear regulatory requirements while continuously updating policies to keep pace with innovation,” he added.
Addressing Key Challenges
This initiative addresses one of the most significant challenges in advancing AI applications. Research cited by the World Economic Forum indicates that 74% of companies have yet to move their initiatives in this area from trial to practical application, despite increasing investments and the expanding use of these technologies. These obstacles extend beyond technical aspects to include regulatory requirements, data accessibility, and the compatibility of existing policies with emerging technologies.

The “Artificial Intelligence Sandbox” provides a platform for direct collaboration between innovators and regulatory authorities to tackle these challenges. Through practical trials, involved parties can evaluate new applications, identify potential risks, and gather the necessary evidence to inform future policy development.
