Dubai’s Finance Sector Embraces AI for Strategic Growth 2027-2029

Dubai’s Financial Department has announced a strategic shift towards integrating artificial intelligence and digital twin technologies in the development of its strategic plan for 2027-2029. This innovative approach is designed to enhance planning methodologies, improve decision-making processes, and bolster the capacity to anticipate future transformations in government financial management.

Embracing Advanced Technologies

The department’s adoption of artificial intelligence and digital twin technologies signifies a commitment to harnessing advanced technologies across all phases of strategic planning. This includes everything from analysing internal and external environments to forecasting changes, constructing future scenarios, testing hypotheses and alternatives, and ultimately identifying priorities while formulating objectives, initiatives, and performance indicators.

Digital Twin Concept and Its Impact

By leveraging the concept of digital twins to mirror decision-making processes, the department can simulate future scenarios and evaluate strategic alternatives before finalising decisions. This initiative not only underscores the department’s dedication to agile and proactive methodologies but also aligns with Dubai’s broader digital transformation agenda, enhancing the readiness of the government financial sector to adapt to evolving changes.

Strategic Planning Redefined

Ali Abdul Rahman Al Ahli, Executive Director of the Planning and Budget Sector at Dubai’s Financial Department, highlighted the importance of integrating digital twins into strategic and financial planning. He stated, “We aim to create a planning system that accommodates changes and tests future options before making decisions. The use of artificial intelligence and digital twins allows us to shift from prediction-based planning to a more proactive and dynamic approach, facilitating the assessment of various alternatives and effectively directing resources and priorities, thereby supporting financial sustainability and enhancing Dubai government’s preparedness for the future.”

A Shift from Traditional Methodologies

Fatima Baty Al Suwaidi, Director of the Strategy and Institutional Performance Department at Dubai’s Financial Department, emphasised that the development of the strategic plan for 2027-2029 is rooted in a reevaluation of conventional strategy-building methods. She remarked, “We view the strategy as a dynamic system that is subject to testing and development, as opposed to a fixed plan based on a singular future outlook. By integrating artificial intelligence and digital twins into the planning stages, we can explore a broader range of variables and scenarios, test hypotheses in a more systematic manner, and arrive at strategic options grounded in extensive data and deeper insights, while maintaining human expertise and institutional judgement at the core of the decision-making process.”

Future-Proofing Financial Management

This new approach enhances flexibility in planning and strengthens the connection between future forecasting and performance metrics. It aims to convert visionary ideas into actionable and measurable pathways. Through this initiative, Dubai’s Financial Department is striving to establish an advanced model for governmental strategic planning, one that synergises artificial intelligence, foresight, scenario analysis, and digital twin technologies. This integration is intended to enhance the department’s capacity to anticipate changes, improve institutional readiness, and support financial sustainability, ultimately contributing to the realisation of Dubai’s future objectives.
