Dubai Real Estate Market Experiences 23% Growth in Early 2025

The Dubai real estate landscape showcased remarkable resilience in the first half of 2025, with overall transaction volumes surging by 23%. This increase, reflected in 91,897 sales across both secondary and off-plan markets, indicates that the market is entering a ‘stabilization phase.’ According to a recent report by Espace Real Estate, the demand for various property types has remained robust, suggesting a positive trend for the city’s real estate future.

Robust Market Activity

The first half of 2025 illustrated thriving activity in the residential real estate sector, driven by significant interest in both off-plan and ready properties. This upward trajectory in Dubai real estate transactions signals a continued strong performance that many analysts are closely monitoring.

Despite the overall performance, community-level data reveals a shift. Notably, established neighborhoods experienced a slight decline in transaction volumes. Nevertheless, the effects on rental and capital values paint a different picture — prices remain on an upward trend, indicating a shift toward long-term living arrangements.

John Lyons, Managing Director at Espace Real Estate, remarked, “In H1 2025, the Dubai residential real estate market continues to demonstrate remarkable resilience and growth. Transaction volumes remained robust, buoyed by sustained demand for both off-plan and ready properties.”

Shifting Dynamics in Off-plan Sales

During the first half of 2025, off-plan transactions contributed 59% to the total residential activity, a slight decrease from the previous year’s 61%. However, with 17,013 off-plan units completed, the influx of new rental properties is assisting in moderating rental price growth across the market, particularly in newly handed-over communities.

This evolving dynamic suggests a notable transformation in resident behavior. Increasingly, individuals are viewing Dubai as a permanent home rather than merely a temporary expatriate destination. Such a shift is pivotal for establishing greater stability in the market and fostering more sustainable growth.

Luxury Segment Performance

The luxury real estate segment in Dubai is witnessing a particularly strong performance, with properties priced above AED20 million (approximately $5.4 million) showing the most significant increase in transaction activity compared to both the previous year and the latter half of 2024. This growth underscores Dubai’s continuing allure for global high-net-worth individuals.

Changes in the UK’s “non-dom” tax regulations have further incentivized ultra-wealthy residents to consider relocating to Dubai, highlighting the city’s position as a hub for international wealth.

Comparative Price Trends

When analyzing different property types, a distinct divergence between villa and townhouse communities versus apartments emerges in terms of price appreciation. Of the 20 villa and townhouse communities tracked, 19 recorded price increases, with the average rise reaching 19%. The limited supply within this high-demand segment continues to drive consistent price growth.

In contrast, average selling prices for apartments rose in 10 out of the 11 communities assessed, though the pace of increase has slowed — showing an 8% rise in H1 2025 compared to 17% in the same period the prior year. This suggests a more tempered growth trajectory moving forward.

Despite rental activity witnessing a slight decline due to increased availability, price increases persist. The recent handover of new communities plays a crucial role in balancing demand and supply, preventing rental prices from spiking further.

The ongoing interest from a diverse mix of international buyers highlights Dubai’s unmatched global appeal. While the UK largely remains a significant source of investments, there is budding interest from various regions across Europe, North America, and Asia Pacific, underscoring Dubai’s rising reputation as a favored long-term residence for affluent individuals.

As market conditions progress, experts believe that the current moderation in sales activity may lay the groundwork for more sustainable growth patterns in Dubai’s real estate sector.
