As of February 20, Dubai‘s Land Department has announced an exciting development in digital real estate investment with the launch of the second phase of its “Real Estate Tokenization” project. This initiative will allow the resale of approximately 7.8 million real estate tokens, marking a significant step in enhancing the liquidity and transparency of the property market.
A Major Advancement for Real Estate Investment
The Dubai Land Department revealed that the second phase of the “Real Estate Tokenization” project is set to commence on February 20. This strategic move follows the successful pilot phase, which tested operational and regulatory frameworks, reinforcing Dubai’s position as a regional leader in integrating cutting-edge technology within the real estate sector. The goal is to enhance market transparency, governance, and investor protection.
Local real estate professionals noted that this project opens new avenues for digital investment. They emphasized that the introduction of these tokens will enhance market liquidity and streamline buying and selling processes. Industry experts assert that this initiative bolsters investor confidence—both domestic and international—by reflecting Dubai’s readiness to embrace digital solutions in real estate.
A Strategic Shift
According to the Dubai Land Department’s announcement, the upcoming phase represents a strategic transition from a pilot project to a more advanced operational stage. This structured model is designed to prepare the real estate market for future investments based on advanced technologies.
The latest phase builds on a pilot initiative launched in March 2025, as part of the “Rays for Real Estate Innovation” initiative in partnership with the Virtual Assets Regulatory Authority and other strategic partners. The pilot tested the regulatory and technical infrastructure for tokenization, solidifying Dubai’s status as the first real estate registration authority in the region to adopt such an innovative model in a regulated environment.
Empowering Investors with Flexibility
Salih Tabakh, CEO of Al-Andalus Real Estate Group, stated that the launch of the second phase represents a significant shift in investment practices, facilitating more flexible and transparent trading of properties in the secondary market. He highlighted that reselling around 7.8 million real estate tokens will enhance market liquidity and provide new investment tools tailored to the needs of modern investors.
Tabakh further explained that employing real estate tokens will improve operational efficiency and reduce complexities associated with traditional buying and selling processes.
Gradual Implementation for Market Readiness
Nader Talat, CEO of Anqa Real Estate Company, mentioned that the regulatory environment established by Dubai offers investors a higher level of protection and clarity, thereby boosting trust in this innovative investment model. He noted that the gradual approach adopted by the Land Department in implementing tokenization reflects its commitment to properly assess market readiness before further expansion.
This proactive strategy positions Dubai as a regional and global leader in merging advanced technologies with the real estate sector and lays the groundwork for expanding digital investments in the future. Talat also pointed out that this initiative could drive further interest in key areas of Dubai, such as Dubai South and Meydan.
Since the launch of the Real Estate Tokenization project on May 26, in collaboration with the Dubai Virtual Assets Regulatory Authority, the Central Bank, and the Dubai Future Foundation, the Dubai Land Department has introduced ten tokenized properties through the Propco Mint platform. These properties, valued at a total of AED 18.51 million, were rapidly sold, attracting participation from over 2,000 investors.
The Real Estate Tokenization project launched by Dubai is globally pioneering, being the first initiative to fully tokenize real estate ownership. It is also the first project to issue actual ownership documents to token holders within a legally and regulatory framework.
