The Dubai Police General Command, in partnership with Dubai Digital, has unveiled an innovative AI-assisted system for shift management. This initiative aims to enhance the efficiency of workforce management and operational processes within government entities across Dubai. By leveraging artificial intelligence technology, the system is set to significantly broaden the scope of benefits derived from such advancements in public service operations.
Streamlining Operations with AI
The newly developed system, intellectual property registered under the Dubai Police General Command, is designed to analyse operational needs and align them with the necessary skills and specialisations. This allows for an optimal distribution of human resources based on established guidelines, thereby enhancing preparedness and supporting data-driven decision-making.
Official Launch and Statements
The system’s launch was attended by Major General Dr. Saif Abdullah Al Marri, Assistant Commander for Administration at Dubai Police, and Matar Saeed Al Hamiri, CEO of Dubai Digital Government, along with several senior officers and officials from both organisations. Major General Dr. Al Marri emphasised that Dubai Police views artificial intelligence as a strategic enabler for refining operations, improving human resource investment efficiency, and empowering leadership to make quicker and more accurate decisions based on data.
A Shift from Traditional to Smart Management
He further explained that the AI-assisted shift management system represents a significant evolution from traditional procedures to a smart framework capable of analysing operational needs and recommending appropriate distribution of resources. This transition is pivotal for connecting planning, execution, and monitoring, thus providing a comprehensive perspective on workforce allocation and readiness levels.

Al Hamiri noted that the introduction of this system signifies a practical example of the new phase of digital transformation within government sectors. Here, artificial intelligence transforms from a mere task-support tool into an integrated capability that aids in reshaping processes, understanding needs, data analysis, and preemptively responding to changes operationally.
Extending Benefits Across Government Entities
The AI system will be accessible to government entities throughout the Emirate of Dubai, amplifying the use of these advanced technologies at a broader governmental level. This move aligns with Dubai’s ambition to cultivate a more proactive governance model that utilises resources more effectively.
User-Friendly Interface and Comprehensive Oversight
Accessible through the Smart Employee application, the system allows departments and personnel to manage and oversee shifts efficiently. It features a unified dashboard that provides leadership with real-time insights into workforce presence, staff distribution, and operational coverage levels, complemented by key performance indicators to monitor workforce efficiency.
Part of the Integrated Government Resource System
This new initiative is part of the broader Government Resource Planning (GRP) system, developed and administered by Dubai Digital. The GRP system serves over 80 governmental entities and provides a comprehensive framework for managing resources and governmental operations effectively.
