Comprehensive Analysis Assesses Compensation for Rainfall Damage

The “الشامل” document provides vital coverage for losses resulting from rainfall, ensuring that car owners are adequately protected against weather-related damages. With increasing rainfall incidents in the UAE, it is crucial for drivers to understand how this insurance works and what protections are in place. In this article, we delve into the details surrounding the “الشامل” insurance document and its implications for policyholders dealing with losses due to rain.

Understanding the Coverage of the “الشامل” Document

Mohammed Mazhar Hamada, the Vice Chair of the Supreme Technical Committee and Head of the Automobile Committee at the UAE Insurance Union, emphasized that the unified insurance document against loss, damage, and civil liability, commonly known as “الشامل,” covers damages resulting from floods and rain. According to Hamada, this coverage is automatically included in the comprehensive insurance contract, provided the government does not classify the rainfall as a “natural disaster.” If it is declared a natural disaster, insurance companies are relieved of providing any compensation, as the government assumes financial responsibility.

Recent Weather Patterns and Insurance Guidelines

Hamada pointed out that recent instances of rain in the UAE, both this year and last, have not been classified as natural disasters. As a result, insurance companies received direct guidance from the Central Bank last year to proceed with compensation payments. The same expectation holds for the current rainfall, where insurance companies are anticipated to offer coverage and process claims when losses occur.

Claim Considerations for Policyholders

It is essential for policyholders to understand that coverage applies when vehicles are located in recognized areas such as streets and designated parking, away from riverbeds and flood-prone zones. Hamada cautioned that intentionally placing a vehicle in such hazardous areas negates the claim for natural disaster coverage. Consequently, insurance companies may not honor requests for compensation even with a “الشامل” insurance document.

Responsibility of Vehicle Owners

Hamada affirmed that all insurance companies in the UAE adhere to the contracts established with policyholders. The regulatory agency closely monitors compliance with all applicable regulations. However, there is also a need for policyholders to act responsibly and avoid placing their vehicles at severe risk by venturing into flood channels for leisure or photography. Some vehicles have suffered varying degrees of damage due to their owners’ choices to remain in these dangerous locations, potentially leading to total loss in severe cases.

As the UAE continues to grapple with changing weather patterns, understanding the implications of the “الشامل” document becomes increasingly crucial for vehicle owners. Being informed not only helps navigate insurance claims but also fosters responsible behavior in the face of natural events.
