Civil Aviation Shortens Registration Time for Local Helicopter Pads

The General Civil Aviation Authority (GCAA) has announced the implementation of a new regulatory framework that significantly reduces the time required to register local helicopter landing sites from 135 days to just two working days. This initiative replaces the previous requirements for the approval of local helicopter landing sites with a simplified registration system. It reflects the progress of the helicopter aviation sector in the UAE and supports the country’s shift towards a more flexible and efficient regulatory system while maintaining the highest levels of aviation safety.

Enhancing Regulatory Efficiency

The new regulatory framework will take effect upon the publication of the updated regulations. This change aligns with the UAE’s vision to simplify government procedures, enhance the business environment, and facilitate investment opportunities. The framework directly supports the government’s “Zero Bureaucracy” initiative by streamlining unnecessary processes and simplifying the regulatory journey for operators of local landing sites, all while the GCAA continues to uphold the highest safety and oversight standards.

Embracing Modern Regulatory Approaches

Saeed Mohammed Al Suwaidi, Director General of the GCAA, stated that the UAE continues to lead in developing smart and proactive regulatory frameworks that support economic growth while ensuring the highest safety standards. He emphasised that the transition from an approval system to a registration system for local landing sites illustrates the maturity of the aviation sector in the UAE, showcasing the regulatory authority’s adoption of a modern risk-based approach.

Streamlining Business Operations

Al Suwaidi further noted that this direction is instrumental in reducing government procedures, boosting investment, and creating new avenues for growth while maintaining the UAE’s global standing in aviation safety. Engineer Akeel Al Zarouni, Assistant Director General for Aviation Safety Affairs at the GCAA, highlighted that this achievement is the result of intensive regulatory efforts and close collaboration with various stakeholders in the sector. By simplifying the registration process for local landing sites, the GCAA is providing operators with a faster and more efficient mechanism to establish and operate these sites, while continuing to enforce effective oversight that guarantees the highest safety standards.

Impact on Aviation Infrastructure and Investment

Previously, all helicopter landing sites in the UAE, including those designated for local operations, were subject to a lengthy approval process lasting up to 135 days. Under the new framework, local landing sites will only need to complete registration with the GCAA, which takes just two working days. This significant reduction in processing time minimises administrative burdens and expedites the establishment and operation of landing sites, thereby enhancing operational efficiency and increasing the attractiveness of investment in the vertical aviation sector.

Future Regulatory Approach and Economic Growth

International landing sites and others requiring approval will continue to adhere to national and international regulations. The new framework is based on a risk-based regulatory approach aligned with international best practices, enabling the GCAA to focus its oversight efforts on high-priority activities while reducing unnecessary regulatory burdens on low-risk operations. It is expected that this shift will bolster investment in vertical aviation infrastructure, stimulate innovation, improve business operational ease, and enable new aerial services that contribute to the national economy.

This framework is part of the GCAA’s ongoing efforts to modernise legislation and regulatory frameworks, enhance government efficiency, and support the sustainable growth of the aviation sector in the UAE in line with the country’s future vision.
