The Ministry of Higher Education and Scientific Research has announced the approval of updated fees and financial guarantees associated with its services. This significant move aims to enhance the sustainability of the higher education and technical and vocational training system in the country, providing a clearer and more transparent financial and regulatory framework for institutions, students, and beneficiaries of the ministry’s services.
Strengthening Governance and Service Quality
This decision is part of an ongoing effort to implement the provisions of the federal law concerning higher education and scientific research. It seeks to further develop the legislative and regulatory framework of the sector, enhancing institutional governance efficiency and the quality of services provided by the ministry. The initiative also aims to foster an environment that supports the competitiveness of the sector.
Vision for the Future
Dr. Ahmed Sultan Al-Shaibi, the Undersecretary of the Ministry of Higher Education and Scientific Research, emphasised that the new decision is a crucial step in developing a more efficient and flexible higher education system. It establishes a balanced financial and regulatory framework that combines governance requirements with the sustainability of educational institutions. Moreover, it aims to create an environment that encourages growth, development, and innovation within these institutions, in alignment with the country’s goal of building a world-class higher education system.
Clear Framework for Financial Guarantees
The new decision establishes a clear framework for the financial guarantees linked to the licensing of higher education institutions, aimed at enhancing the stability of educational establishments and ensuring the continuity of academic processes. It provides additional mechanisms to protect students’ rights and guarantees the continuity of educational services, while taking into account the size and nature of the institutions.
Consideration for Diverse Institutions
The decision also recognises the differing circumstances of educational institutions by exempting several entities from financial guarantee requirements under specific regulations. This includes government institutions and those accredited by local competent authorities, provided that such authorities have mandated them to provide a financial or equivalent guarantee to protect students’ rights and ensure academic continuity, thereby balancing governance requirements with the necessary regulatory flexibility for sustainability.
Unified Financial Framework
Additionally, the decision unifies the financial framework associated with a wide array of services offered by the ministry, including institutional licensing, programme accreditation, vocational training services, and the recognition of qualifications from both domestic and international sources. It also encompasses services related to training institutes and centres, as well as the oversight of students studying abroad.
Enhanced Clarity and Financial Planning
By defining the fees and financial guarantees within a clear and public framework, the decision enhances the clarity of procedures and financial obligations for educational institutions, students, and relevant authorities. This support enables better financial and administrative planning.
Supporting National Development Goals
The decision also considers the unique roles and programmes of institutions in supporting national development efforts. It outlines several exemptions and special cases applicable to some governmental and non-profit institutions, strategically important programmes, and those aligned with national priorities, as well as certain circumstances related to qualification recognition and student oversight.
A Balanced Regulatory Approach
This approach reflects the UAE government’s commitment to adopting a balanced regulatory framework that not only adheres to financial governance principles but also promotes growth and innovation, empowering educational institutions to contribute to the nation’s priorities.
The new regulations will take effect from 12 September 2026, with the specified fees applying to existing institutions and current students as of the beginning of the financial year following the decision’s implementation. For new institutions and students, the fees will be effective as of the decision’s enactment date.
