UAEs Nuclear Program Sets Benchmark for Global Transparency Standards

The UAE’s peaceful nuclear program serves as a global benchmark in developing nuclear energy, showcasing a commitment to transparency and safety. By adhering to stringent international agreements and setting high standards, the UAE’s program positions the nation at the forefront of nuclear energy innovation. This article delves into the significant milestones of the UAE’s nuclear journey and the importance of transparency in cementing its leadership role on the world stage.

A Model of Transparency and Safety

The UAE has firmly established itself as a global model for the development of safe nuclear power plants since launching its peaceful nuclear program. Over the past decade, this initiative has become a reference point for countries aspiring to incorporate nuclear energy into their energy mix. Central to the success of the Barakah nuclear power plant is the commitment to transparency, as highlighted in the International Atomic Energy Agency’s (IAEA) 2024 report, which awarded the UAE a “full transparency” rating for the third consecutive year. This accolade underscores the country’s strict adherence to international agreements regarding nuclear non-proliferation and the peaceful nature of its nuclear program.

Leadership and Vision

The journey of the UAE’s peaceful nuclear program has been guided by the foresight of the nation’s leadership, which clearly outlined a roadmap through the “UAE Policy for the Assessment of the Potential for Developing a Peaceful Nuclear Energy Program,” issued in April 2008. This document emphasizes core principles, including transparency, compliance with the highest safety and security standards, nuclear non-proliferation, and close collaboration with international governments and bodies, particularly the IAEA. The establishment of the Nuclear Energy Law in 2009 further solidified the UAE’s commitment to high standards of transparency, safety, and nuclear security.

Strong Collaborations and Continuous Oversight

Throughout the development of the Barakah power plants, the Emirates Nuclear Energy Corporation (ENEC) has prioritized establishing strong relationships with the IAEA, which has conducted approximately 15 review and inspection missions at the sites. Additionally, collaboration with other leading international organizations, such as the World Association of Nuclear Operators, has resulted in around 84 reviews and assessments to ensure compliance with the highest global standards in the sector. The Federal Authority for Nuclear Regulation has also carried out 496 comprehensive inspections and reviews of all operations and procedures in Barakah’s power plants.

Ongoing Development and Future Prospects

According to Mohammed Al Hammadi, Chief Executive Officer of the ENEC, support from the UAE’s leadership and the clear roadmap for the peaceful nuclear program have been crucial for the company’s success in developing the Barakah nuclear plants. He emphasized that collaboration is fundamental to enhancing global safety, security, and sustainable development. Al Hammadi also highlighted that the Barakah plants represent just the beginning, as the ENEC continues to explore advanced reactor technologies and potential investments in nuclear energy projects both domestically and abroad, leveraging the expertise and capacities built within the organization.

The UAE joined the IAEA in 1976 and has since signed multiple agreements to promote transparency and nuclear non-proliferation. In 1995, the UAE ratified the Nuclear Non-Proliferation Treaty, which includes comprehensive guarantees to minimize nuclear proliferation and ensure the peaceful use of nuclear technology. Furthermore, in 2003, both parties signed an additional protocol to the comprehensive safeguards agreement, which enhances the IAEA’s ability to monitor nuclear activities and provides a higher level of transparency in the use of nuclear materials and technologies.

Moreover, the UAE and the IAEA have established a memorandum of understanding for technical cooperation that encompasses collaboration across various fields, ensuring the safe and peaceful use of nuclear energy while developing human capacities and infrastructure, and fostering cooperation in nuclear security to guarantee the highest safety standards for the UAE’s peaceful nuclear program.
