Exhibiting resilience in the face of ongoing conflicts, the UAE is aggressively pursuing a series of massive infrastructure projects totalling billions of dollars. Developers view this ongoing investment as a strong indicator of the country’s long-term appeal.

Significant Infrastructure Developments

Notable undertakings, such as Dubai’s Gold Line Metro costing $9 billion, alongside rapid construction projects in Abu Dhabi and the ongoing launch of the Union Railway, are on track to be completed. Analysts, developers, and brokers agree that these initiatives are vital for maintaining market confidence.

During a recent earnings call, Faisal Falaknaz, Chief Financial and Sustainability Officer at Aldar Properties, remarked, “The UAE has consistently shown resilience in facing any crisis, no matter the economic cycle.” He pointed to the Union Railway, which has commenced its first passenger services between Fujairah and Abu Dhabi, as a demonstration of the country’s commitment to infrastructure investment, even amidst adversity.

Real estate brokers anticipated this strategic approach. Harry Martin, Head of Under-Construction Real Estate and Capital Markets at Peterhomes, noted in May that a surge in government spending on infrastructure was expected once regional conflicts began, and that expectation has been fulfilled. He cited the announcement of the Gold Line project as a direct illustration.

Martin explained that such projects intentionally aim to reassure investors, asserting that “transportation infrastructure, development initiatives, and government programmes of this nature are crucial for the region.”

Golden Line Project

Approved in April and scheduled for completion by 2032, the Gold Line aims to spur development in less developed areas of Dubai, rather than merely servicing existing neighbourhoods. Sean Highland, Middle East Project Manager and Head of Rail at Turner & Townsend, remarked upon the project’s announcement, “Infrastructure developments typically drive progress.” He added that the Gold Line will significantly contribute to the advancement of these areas in alignment with railway development.

Ongoing Developments at Palm Jebel Ali

Construction has also resumed at the long-awaited Palm Jebel Ali project, which has seen the developer award contracts worth over 8.5 billion dirhams since 2024 for the construction of hundreds of luxury villas, with phased delivery expected to commence later this year.

Long-term Confidence Boost

A quarterly report from Savills highlighted that the approval of the Gold Line project and amendments to residency laws in the UAE have “bolstered long-term confidence,” despite an overall market slowdown.

In Abu Dhabi, officials have linked the emirate’s departure from OPEC in May directly to its ambitious construction goals. UAE Minister of Energy, Suhail Mohamed Al Mazrouei, stated that the emirate is proceeding with infrastructure investments totalling $57 billion across 500 projects, emphasising that it could build in the next four to six years what had previously taken fifty years.

During the Abu Dhabi Infrastructure Summit, he asserted, “We do not want anyone to hinder our level of production as we develop our economy.”
