UAE Investment Aligns with Jordan in Aqaba Rail Initiative

In a significant move, the government of Jaafar Hassan has restructured Emirati investment to equal that of Jordan in the Aqaba Railway Company. This restructuring emphasizes equitable ownership between Jordan and the UAE, establishing a balanced partnership that is seen as pivotal in enhancing regional logistics and economic cooperation. The venture reflects Jordan’s ambition to strengthen its position as a vital logistical hub, facilitating trade and investment flows across the region.

Restructuring the Investment Framework

Recent developments indicate that the government has played a crucial role in reevaluating the initial investment configuration. Previously, the investment favored the UAE, with ownership stakes distributed at 65% for the Emiratis and 35% for Jordan. However, the current administration recognized the need for a more balanced approach and refused to accept this disparity. As a result of ongoing negotiations, ownership is now equally divided at 50% for each party, marking a significant shift in the investment strategy.

Under the new structure, a board of directors has been established, comprising ten members split evenly between both nations, with five members each representing Jordan and the UAE. Furthermore, the leadership of the board will rotate every two years, fostering cooperation and shared governance. This change aims to fortify the strategic partnership and ensure mutual benefit from the venture.

Projected Outcomes and Economic Viability

The stakeholders of the project have agreed to a substantial investment with an estimated profit margin of around 7%. This figure is considerably lower than the profit expectations associated with global investment projects, which typically range from 14% to 20%. However, analysts suggest that both parties are keen on ensuring the project’s success, prioritizing long-term strategic interests over immediate financial gains.

The participation of Jordan includes key players such as the Jordan Phosphate Mines Company, Arab Potash Company, Government Investments Management Company, and the Social Security Investment Fund. On the Emirati side, involvement comes through “Lem’ad Holding,” an investment platform linked to the government of Abu Dhabi.

Strategic Logistics and Future Investments

At its core, the project aims to establish a vital connection between Aqaba and Shidiya while integrating Ma’an’s land port with national and regional transport networks. This development aligns with Jordan’s vision to transform itself into a logistics hub, enhancing the movement of goods and investment flows throughout the area. Moreover, there is a governance framework in place to ensure progress is monitored through regular reports, balancing interests between local and foreign investors.

The total project cost reaches approximately $2.3 billion, primarily funded through shared capital, with additional financing possibilities expected as the project advances. In the initial phase, the partnership will focus on establishing the joint entity and starting preliminary and engineering works, estimating an initial expenditure of around $600 million.

Despite the promising outlook, challenges remain. The first phase is particularly complex due to the difficult topography surrounding Aqaba, presenting potential obstacles to progress. Nevertheless, this project stands as a cornerstone of Jordan’s strategy to become a logistics center while reinforcing investment opportunities and creating local job prospects.

In discussions about progress methods, the minister has confirmed that mechanisms for monitoring and supervision are crucial to achieving the anticipated economic and social impacts while fostering a transparent and secure investment environment in collaboration with the UAE and international allies.

As these initiatives unfold, they may well reshape the investment landscape in the region, illustrating the powerful outcomes of cooperative frameworks in tackling shared development goals.
