In an important development for businesses in the UAE, the Ministry of Finance has announced amendments to the electronic invoicing system regulations. These changes are designed to optimize the compliance process and facilitate a smoother transition for companies, particularly those with annual revenues exceeding 50 million dirhams. The recent updates focus on extending deadlines and providing additional options for service providers, thereby enhancing the overall framework of the electronic invoicing system.
Deadline Extension for Approved Service Providers
According to the Ministry of Finance, the deadline for appointing an accredited service provider (ASP) has been extended from July 31, 2026, to October 30, 2026. This modification falls under the revised provisions of Ministerial Decision No. 244 of 2025 concerning the implementation of the electronic invoicing system. The extension aims to align with the evolving market readiness and the feedback received from the business sector regarding the need for broader technical options and competitive pricing catered to those under the electronic invoicing system.
Increase in Accredited Service Providers
The Ministry has also announced that 32 service providers have been accredited thus far, with many others nearing the final stages of approval. This proactive approach is expected to contribute to the establishment of a more integrated and competitive technological framework for the electronic invoicing system. By increasing the number of accredited service providers, the ministry seeks to ensure that businesses have access to various options that meet their specific needs.
Enhanced Flexibility for Local Companies
Another significant amendment involves changes to Ministerial Decision No. 64 of 2025, which outlines the criteria and procedures for approving service providers in the electronic invoicing system. This amendment introduces a mechanism that allows for technological solutions in collaboration with third-party providers. As a result, local companies can form partnerships with international service providers to leverage technical knowledge and deliver services that comply with local requirements. This initiative is anticipated to accelerate the digital transformation process within the UAE.
Mandatory Implementation Timeline Remains Unchanged
Despite the adjustments, the Ministry of Finance has confirmed that the mandatory implementation timeline remains intact. Entities subject to the electronic invoicing system, specifically those with revenues exceeding 50 million dirhams, must begin the actual application of the electronic invoicing system by January 1, 2027. The ministry emphasized its commitment to providing a clear legislative environment that fosters legal certainty, thus ensuring a seamless transition to the electronic invoicing system while enhancing compliance efficiency.
