Press Release

Beijing, China, the Ministry of Investment of the United Arab Emirates has signed a memorandum of understanding with the China Council for the Promotion of International Trade. This collaboration aims to establish the UAE-China Business Advisory Committee, a business-led platform designed to facilitate direct communication between private sector companies in the two nations, promote investment cooperation, and enhance connections within their respective business communities.

The memorandum was signed by His Excellency Mohamed Abdul Rahman Al-Hwaik, Undersecretary of the Ministry of Investment, and Ms. Lin Honghong, Vice President of the China Council for the Promotion of International Trade. During the signing ceremony, His Excellency Youssef Tahnoon Al Ali, a board member of the Federation of UAE Chambers and Vice Chairman of the Umm Al-Quwain Chamber of Commerce and Industry, delivered a speech on behalf of the business community of the UAE.

The committee will serve as a structured platform for dialogue between companies and investors from both the UAE and China, allowing for the identification of investment opportunities, collaborative projects, and business partnerships. It will also facilitate information exchange and direct communication between companies, thereby broadening the existing framework for bilateral investment cooperation established by both governments.

As a federal entity bridging the government and private sectors, the Ministry of Investment will support the committee’s functions and bolster its alignment with the framework of the Supreme Committee for Investment Cooperation between the UAE and the People’s Republic of China. The Federation of UAE Chambers of Commerce and Industry will lead the committee’s initiatives from the UAE side, acting as the principal counterpart to the China Council for the Promotion of International Trade. The ministry will work to engage relevant stakeholders, facilitate coordination within the investment ecosystem, and create conducive conditions for companies and investors to explore pertinent investment opportunities throughout the UAE.

This memorandum reflects the commitment of the UAE to build strategic international partnerships that create long-term value. It underscores the role of the Ministry of Investment in attracting and facilitating investments in high-growth sectors.

In this regard, His Excellency Mohamed Abdul Rahman Al-Hwaik stated: “The UAE and China share one of the most dynamic investment partnerships globally, supported by nearly 16,000 Chinese companies operating in the UAE. By linking high-level cooperation frameworks directly with the private sector, we provide companies from both sides a sustainable channel to discover opportunities, build partnerships, and confidently advance their investments. This underscores the role of the Ministry of Investment as the federal partner for international investors, working alongside companies from the early stages of opportunity exploration, assisting them in understanding the investment ecosystem in the UAE, and supporting them in successfully completing investment deals. Through this role, we contribute to turning investment interest into long-term partnerships, further solidifying the UAE’s position as a regional and global investment hub.”

On her part, Ms. Lin Honghong, Vice President of the China Council for the Promotion of International Trade, remarked: “The China Council for the Promotion of International Trade plays a crucial role as a bridge connecting the business communities in China and the UAE by strengthening the ties between companies and turning shared opportunities into tangible partnerships. Through the UAE-China Business Advisory Committee, we will provide a dedicated platform for companies from both sides to exchange insights, identify areas of cooperation, and explore opportunities collaboratively. By reinforcing direct communication between the business communities of the two countries, the committee will contribute to deepening economic relations and further enhancing the comprehensive strategic partnership between China and the UAE.”

The establishment of the UAE-China Business Advisory Committee is grounded in the dynamic and rapidly growing investment and economic partnership between the UAE and China, where Chinese investments constituted 4.8% of the total foreign direct investment in the country by 2025. Furthermore, China remains the largest trading partner of the UAE on a global scale.

The Ministry of Investment continues its commitment to engaging with Chinese and international investors eager to leverage the available opportunities within the UAE’s investment framework, supporting them in exploring the market and developing investment opportunities in alignment with the country’s priorities for economic diversification and the National Investment Strategy 2031.
