UAE Balances Deterrence and Dialogue for Economic Growth

In the face of ongoing regional challenges, His Excellency Dr. Anwar Gargash, the diplomatic advisor to the UAE’s President, emphasized the need for a dual approach combining crisis management with forward-thinking strategies. Speaking during the session “Media in Times of Major Transformations” at the Arab Media Summit, Gargash articulated the critical need to navigate the current crisis efficiently while also contemplating future relationships shaped by complex regional dynamics.

Managing Current Crises

Gargash highlighted the urgency of addressing the ongoing conflicts in the region, stating, “The area remains in a state of crisis and confrontation, necessitating our duty to manage this phase and mitigate its damages.” This immediate focus aims to manage the current situation thoughtfully, as the region witnesses a significant breakdown of the established security framework.

Future Relationships in a Complex Landscape

He pointed out that the geographical realities and tangled relationships compel stakeholders to envision the post-crisis environment. “We need to establish new understandings that align with the forthcoming phase,” Gargash noted, underscoring the importance of redefining relationships to foster stability and cooperation.

UAE’s Strategic Approach

The UAE’s strategy towards navigating this intricate situation rests on three primary pillars, with deterrence and the defence of national sovereignty at the forefront. Alongside this, the UAE seeks a flexible dialogue with Iran to forge a new relationship paradigm. Gargash expressed optimism, asserting, “The current crisis will eventually conclude, and what matters now is to manage it wisely while paving the way for a new chapter after this turmoil.”

Commitment to Sovereignty and Development

Additionally, Gargash underscored the commitment of the UAE leadership to prioritise the nation’s sovereignty and the well-being of its people. Amidst the ongoing turbulence, the UAE remains steadfast in its “geo-economic” policy, ensuring economic and developmental trajectories remain unaffected by regional developments. He cited the successful visit of President Sheikh Mohammed bin Zayed Al Nahyan to Germany as evidence of the UAE’s dedication to maintaining strong international relations.

Building Bridges While Restoring Trust

While acknowledging the necessity of dialogue with Iran, Gargash differentiated between building relationships and restoring trust. “Dialogue is dictated by pragmatic realities related to geography, history, and mutual interests,” he explained, stressing that regaining trust would take years. He suggested that such trust needed to be nurtured through consistent communication, not limited to daily trade issues, but extending to deeper concerns regarding mutual security and stability.

The Path Forward

In response to queries regarding immediate actions Iran could undertake to foster peace, Gargash referred back to remarks from the Iranian President, who recognized past aggression towards Gulf nations as a “major mistake.” He urged Iranian decision-makers to reassess their perspective on the Gulf, with the first step being a halt to hostilities.

“The first step is to cease all forms of tension in any shape or form,” he stated, clarifying that negotiating a new future is untenable amidst ongoing threats. He illuminated the importance of pragmatic engagement with the surrounding region while addressing Iran’s role, positing that engaging the neighbouring states could facilitate a path for Iran’s eventual economic and developmental recovery post-conflict.

Dialogue Among Diverse Perspectives

In concluding remarks, Gargash articulated the need for differentiation in Iranian decision-making, acknowledging that various factions exist within its leadership. He stated, “While some rhetoric may reflect hardline positions, it is essential to understand the multiplicity of voices influencing Iranian policy.” This recognition of diversity within Iranian politics potentially paves the way for a more constructive dialogue moving forward, laying the groundwork for enhanced relationships essential for regional peace.
