The UAE aviation sector has recently achieved remarkable milestones in safety and security, recording an impressive 98.86% in the comprehensive safety oversight audit from the International Civil Aviation Organization (ICAO). This figure places the UAE’s civil aviation among the safest in the world, as highlighted in a report titled “A Perspective from Within: Civil Aviation in the UAE,” released by the General Authority of Civil Aviation (GACA). This outstanding rating underscores the commitment to maintaining the highest standards in aviation safety.
Commitment to Stringent Oversight
According to the GACA report, the UAE’s high safety ratings in the aviation sector result from robust regulatory measures, the integration of advanced technology, the development of human resources, and the implementation of international best practices. “Safety is not merely a regulatory procedure or a technical requirement; it is the foundation of the aviation sector and its primary pillar,” the report states. The authority emphasizes that safety is essential for trip continuity, passenger confidence, and airspace security.
Innovative National Safety Strategy
The GACA has adopted a meticulous approach to safety monitoring that includes the execution of evolving national safety plans, regular evaluations of implemented procedures, and enhancing staff awareness within the sector in line with global best practices. The UAE’s aviation safety strategy hinges on the “National Aviation Safety Plan 2023-2026,” which aligns with the global safety framework established by ICAO. This plan aims to minimize operational risks at various stages and bolster oversight of relevant entities, establishing a culture of safety as a fundamental principle in the aviation environment.
Proactive Safety Measures and Technology Integration
In 2024, the safety sector of the GACA enacted over 900 oversight operations to cover critical safety requirements in aviation. These included inspecting aircraft airworthiness, reviewing foreign operators, assessing operational processes, examining licenses, and evaluating infrastructure and airspace requirements. To expedite regulatory operations and enhance efficiency, the UAE became the first country globally to implement a smart risk-based oversight system supported by artificial intelligence. This system features real-time dashboards for risk monitoring, intelligent prioritization tools for audits, automated checklists, and self-evaluation platforms for operators, representing a significant shift in oversight practices while adhering to the “We are the UAE 2031” vision, which places innovation and institutional flexibility at the heart of governmental policies.
Cultivating a Culture of Safety and Transparency
The GACA believes that safety is a collective responsibility and strives to foster a culture of voluntary reporting and transparency through the “VORSY” platform. This system was developed to collect information related to risks and incidents that could endanger the safe operation of aircraft. The platform aims to enhance aviation safety by receiving reports about actual or potential safety deficiencies that may not be captured through mandatory reporting systems.
National Protocol for Health Monitoring in Aviation
In a proactive initiative to tackle global health challenges, the UAE has launched the first national protocol for monitoring infectious diseases in the aviation sector. This includes early warning systems at stations, real-time alert systems, and field training programs for frontline workers, ensuring a comprehensive safety net for passengers and crews alike.
