The free zones in the UAE are playing a pivotal role in bolstering e-commerce, capitalising on the country’s robust digital infrastructure and strategic location as a global trade hub. These zones offer specialised licenses for e-commerce, enabling companies to engage in online trading while variances in regulatory requirements depend on the nature of the business and target market.

Dubai CommerCity stands out as a dedicated free zone for e-commerce, providing a comprehensive ecosystem that includes company setup, logistics services, warehousing, delivery, and digital commerce solutions. Since 2022, the focus of Dubai CommerCity has expanded from e-commerce to encompass the broader concept of digital commerce, reflecting the increasing range of services tailored to firms operating in the digital economy.

Spanning an area of 2.1 million square feet and developed at a cost of approximately 3.2 billion dirhams, Dubai CommerCity includes offices, logistics facilities, and last-mile delivery solutions. Its strategic location in Dubai and proximity to Dubai International Airport enhance support for businesses, goods, and services related to digital activities.

Occupancy Rates

Recent data from the Dubai Integrated Economic Zones Authority (DIEZ) illustrates the strong demand for infrastructure and services provided by its economic zones. During the first half of 2026, the occupancy rate across its three zones—Dubai Airport Freezone, Dubai Silicon Oasis, and Dubai CommerCity—reached 96%.

The number of companies operating within DIEZ zones increased by 13% compared to the first half of 2025, while employment rose by 24%, according to data announced in August 2026, indicating significant economic activity and demand for the facilities and services within these zones.

EZDubai

The EZDubai zone, located in Dubai South, is entirely dedicated to e-commerce activities, covering an area of 920,000 square meters within the logistics hub. This zone is tailored to meet the needs of multinational corporations and SMEs, promoting the growth of e-commerce through advanced logistics and business solutions. In line with Dubai’s e-commerce strategy, EZDubai addresses the requirements of both businesses and individuals on a global scale.

Featuring purpose-built warehouses, offices, and facilities designed specifically for e-commerce operations, the zone also streamlines licensing, operational facilitation, and order fulfilment processes. Its location in Dubai South, along with connections to air, sea, and land transport networks, enhances the movement of goods and access to markets across the Middle East, Africa, and South Asia.

EZDubai also houses hybrid customs warehouses and dual-licensed facilities, allowing businesses to manage their commercial and logistical operations more efficiently, serving as a platform for e-commerce and regional as well as cross-border distribution.

A Growing Market

The e-commerce market in the UAE is estimated to reach approximately USD 12.30 billion (around 45.2 billion dirhams) by 2026, with projections suggesting it will climb to USD 21.01 billion (approximately 77.2 billion dirhams) by 2031, boasting a compound annual growth rate of 11.29% during the period from 2026 to 2031, according to Mordor Intelligence.

Digital Channels Diversification

Factors driving market growth include the proliferation of smartphones, the expansion of digital payment solutions, advancements in logistics services, and the rising trend of commerce across digital channels. Data from the report indicates that business-to-consumer transactions accounted for 67.89% of market revenues in 2025, with smartphones comprising 78.67% of market sales by device type, while digital wallets represented 43.92% of payment market share in the same year.

E-commerce activities extend beyond Dubai CommerCity, as other free zones in the UAE also provide licenses for a broader array of economic activities, supporting the expansion of companies across the region.
