In Dubai, governmental entities are leveraging digital technologies and artificial intelligence to enhance the accessibility and inclusivity of services for people of determination. These innovations encompass sign language communication, transaction completion, travel planning, and easy access to information and guidance. The solutions implemented range from interconnected electronic systems and virtual assistants to voice services and smart applications, all aimed at fostering independence and facilitating the use of services across various sectors for people of determination.
Unified Medical Reports
Dr. Abdelatif Suweilih, Director of the General Medical Committee at Dubai Health Authority, emphasised that the unified medical report serves as a documented reference for medical data. This initiative aims to reduce discrepancies in information between the public and private healthcare sectors through the standardisation of diagnosis procedures, case assessments, and classifications according to internationally accepted standards.
He explained that doctors prepare the report and electronically submit it to the General Medical Committee for review before it is forwarded to the Dubai Community Development Authority to complete procedures related to services provided for people of determination, including the “Sund” card. The integration of digital systems across authorities through the “Nabed” system enhances data exchange, streamlines procedures, and improves the customer experience.
Enhanced Communication
Dr. Sheikha Al-Mansouri, acting director of the People of Determination Department at the Dubai Community Development Authority, highlighted the importance of using modern technologies to improve social services and facilitate access in a manner that responds to the needs of people of determination and their families.
She noted that the “Sund Communication” platform allows for direct video calls with sign language interpreters, enhancing communication between the deaf and hard of hearing community and service providers across various agencies. Additionally, it supports individuals with visual impairments by assisting in reading content and clarifying written information, as well as tracking applications requiring visual support. She added that the authority is exploring opportunities to leverage artificial intelligence to develop digital services, improve communication experiences, and analyse usage patterns while retaining the human aspect of specialised support, aiming to create more responsive services to individual needs.
Security and Real Estate Services
In the security sector, Major Mohamed Abdulrahman Al-Mazrouei, head of the People of Determination Empowerment Council at Dubai Police, stated that the police website offers tailored services for different groups of people of determination, including a virtual character that communicates in sign language. The service provides real-time translation through an iPad linked to the operations room, enabling individuals with hearing disabilities to communicate directly, pose inquiries, or request assistance from patrols.
In the real estate sector, Hussein Youssef, senior customer relations specialist at Dubai Land Department, mentioned that the department is developing the “Malik” chatbot, powered by artificial intelligence, to address inquiries regarding real estate services such as rent contract registration and procedures for sales, donations, and mortgages. This chat function allows people of determination, including those with hearing and mobility impairments, to type their inquiries and receive immediate responses clarifying the required procedures, thereby simplifying their access to information and transaction completion.
Accessible Transport and Facilities
Abdulrahman Al-Bastaki, Director of Quality of Life Affairs at the Roads and Transport Authority of Dubai, indicated that the “Guide for People of Determination” enables individuals with visual impairments to use voice commands to plan and book their journeys while listening to information about available services through applications. The “Suhail” app further facilitates access to transport information and services using artificial intelligence technologies.
He noted that the authority collaborates with Falcon to provide an intelligent system for parking spaces designated for people of determination, ensuring permit validation and monitoring unauthorized usage of these spots. In the municipal aspect, Abdullah Mohammed Khalfan, head of the People of Determination Empowerment and Inclusion Team at Dubai Municipality, remarked that the municipality will showcase the “Navelens” initiative at the International Expo for People of Determination 2026. This initiative aids individuals with visual impairments in identifying facilities by scanning QR codes using a dedicated application, which provides audio instructions and informative details in over 30 languages.
This initiative is currently implemented at the Dubai Frame and Zabeel Park, with plans to expand to other locations. He added that the municipality’s website allows for customisation of the interface and features according to the type of disability, while the virtual assistant “Faris” addresses inquiries related to municipal services.
These solutions reflect a commitment to harnessing technology to reduce barriers for people of determination, facilitating their access to services and information and enhancing their ability to manage their affairs with greater independence.
