The telecommunications prices in the UAE undergo a prior review by the Telecommunications and Digital Government Regulatory Authority (TDRA) before being launched or amended, ensuring competition and consumer protection while enforcing electronic monitoring within five days to prevent price discrimination.

In the UAE, regulatory oversight mandates that the prices of certain telecommunications services be reviewed in advance by the TDRA before they can be introduced or altered in the market. This approach forms part of a regulatory framework designed to protect competition, enhance consumer rights, and support the sustainable development of the telecommunications sector.

According to the pricing regulation policies issued by the TDRA, licensed telecom service providers must secure approval from the regulatory authority before offering new pricing or making amendments to existing rates that fall under regulatory scrutiny.

The pricing regulation measures include tariffs, fees, promotional offers, discounts, and bundled packages, as well as requests related to the suspension or withdrawal of controlled service offerings.

No Price Fixing

The regulatory policy clearly states that the TDRA does not set the prices of telecommunications services on behalf of operators. Instead, the determination of prices remains a commercial decision for the companies. The authority focuses on reviewing regulated prices to ensure compliance with the Telecommunications Regulatory Law and existing regulatory policies, preventing practices that might limit or distort competition or harm consumer interests and the sustainable growth of the sector.

Electronic Monitoring

The TDRA provides telecom operators with an online service to submit pricing regulation requests, aiming for a decision concerning new or amended prices within a targeted timeframe of five working days, without imposing any fees for submitting the application.

Under these regulatory processes, the TDRA has the authority to approve the proposed pricing, conditionally approve it, deny the request, or ask for additional information prior to making a decision. It can also amend, suspend, or revoke prior approvals according to its statutory powers.

Prevention of Price Discrimination

Consumer protection regulations stipulate that operators are required, unless granted an exception by the authority or if there is a valid objective justification, to apply a uniform price for the same service across the operator’s network throughout the country.
