Dubai Sets New Benchmark for Legislative Productivity in Early 2026

Legislative Production in Q1 2026: The Highest in Five Years in Dubai

Dubai has made significant progress in legislative production in Q1 2026, the highest in five years. The General Secretariat of the Supreme Legislative Committee announced notable achievements during this period. This development not only demonstrates the city’s commitment to enhancing its legislative efficiency but also reflects the importance of engaging with global and local changes, contributing to Dubai’s competitiveness on the international stage.

Unprecedented Quarterly Achievements

The General Secretariat of the Supreme Legislative Committee announced that the first quarter of 2026 recorded the highest level of quarterly legislative production in the last five years, with a total of 64 pieces of legislation published in the Official Gazette of the Government of Dubai, including laws, decrees, and decisions. In this context, Dr. Ahmed Saeed bin Meshar, the Secretary-General of the Committee, affirmed that these achievements reflect the Secretariat’s commitment to developing a legislative system that aligns with global trends.

Legislative Compliance and Quality Improvement

One of the key tools for improving the quality of legislation is the preparation of compliance reports. The General Secretariat has completed 40 reports on legislative compliance for the year 2025. These reports were prepared using a unified methodology that combines legal analysis with practical information gathered from relevant stakeholders, enhancing legislative effectiveness. The total number of legislative compliance reports for the entire year of 2024 was 41, while 40 reports were completed in the first quarter of 2026, equivalent to a full year’s output in a short period.

Self-Assessment Initiatives

The unified self-assessment cycle launched by the General Secretariat is an innovative step in enhancing the effectiveness of existing legislation. Through this initiative, several government entities participated in evaluating the legislative impact on the ground. The aim of this cycle is to identify strengths and weaknesses in existing legislation, contributing to the identification of improvement opportunities based on reliable field data.

Improving Legislative Compliance

The rate of legislative compliance has seen a significant increase among entities participating in Dubai’s Government Excellence Program, with an average score of 71% in the 2026 cycle, up from 58% in the 2025 cycle, representing a 13 percentage point increase. The Dubai Government Excellence Program is considered one of the strongest initiatives globally, aimed at motivating government entities to enhance their performance across various fields, including governance and legislative compliance.

During the first quarter of 2026, the Legal Advice and Fatwa Department issued 18 legal opinions and explanatory memoranda, receiving requests for legal opinions from 12 government entities. These opinions varied across multiple sectors, including human resources, finance, and real estate, highlighting the active role of the General Secretariat in supporting different sectors by providing accurate legal consultations.
