Oman has officially launched the ‘MAD’ Muscat Marine, Art and Digital District, a groundbreaking $4.2 billion initiative designed to transform the coastal landscape of the Sultanate. This ambitious megaproject aims to redefine tourism, culture, and luxury living while laying the foundation for a vibrant future economy, making it a pivotal development in Oman’s growth strategy.
The project is being spearheaded by Dar Global, a luxury real estate developer publicly listed in London, in partnership with Art District Real Estate Development.
Covering over 1.5 million square meters along Oman’s stunning coastline, ‘MAD’ is envisioned as a cohesive multi-destination hub. This innovative district will integrate seaside living, high-end hospitality, cultural venues, and sectors focused on finance and digital technology.

The expansive project will unfold in multiple phases over the next 12 years, aimed at elevating Oman’s international profile and attracting a new generation of affluent investors, artists, and technology pioneers.
As a forward-thinking coastal development, ‘MAD’ will boast luxury residential areas, unique retail options, cultural facilities, five-star hotels, state-of-the-art marinas, and advanced finance and business parks.
This district is designed to foster a seamless live-work environment, deeply rooted in Oman’s rich maritime heritage while aligning with the nation’s long-term economic vision.
Ziad El Chaar, CEO of Dar Global, stated, “‘MAD’ represents a defining step in how Oman’s coastline will be experienced and how its future economy will emerge. Together with Art District Real Estate Development, we are building a destination that goes beyond real estate to empower enterprise, attract global talent, support cultural production, and unlock new economic value. ‘MAD’ is a new gateway for Oman, one inspired by the sea and shaped by innovation.”
A critical aspect of the ‘MAD’ development is its alignment with Oman’s diversification strategy, specifically targeting the expansion of the culture, tourism, technology, and high-value finance sectors.
The district is set to include private marinas for mansions, international art showcases, digital incubators, a financial center, and a curated calendar of global events. This positions Muscat as a key regional hub for marine adventure, cultural interchange, and digital innovation.

A standout characteristic of ‘MAD’ is its commitment to a district-wide digital economy. This approach encompasses digital licensing, asset exchanges, and reward systems designed to encourage business creation and attract global talent and investors.
This strategy reflects Oman’s determination to develop future-oriented industries while honoring the country’s maritime heritage.
El Chaar commented, “We are creating value beyond physical spaces. ‘MAD’ is an ecosystem where creators, innovators, and investors meet; not only to live or visit, but to participate.”
“That participation defines the future of real estate, and we are proud to shape it in Oman. This partnership demonstrates what Oman stands for: cultural leadership, responsible innovation, and global investment confidence. ‘MAD’ is a testament to what is possible when heritage and ambition come together.”
