أبوظبي – Tomorrow, at the Fairmont Hotel in Abu Dhabi, the Ministry of Higher Education and Scientific Research will host the first meeting under the banner of “Future of Higher Education Dialogues.” This significant event will see the participation of numerous officials from universities, technical and vocational education institutions, and training centres across the nation, aiming to introduce four new regulatory decisions issued recently by the Cabinet. These reforms are designed to enhance the quality and efficiency of the higher education system in the United Arab Emirates.
This meeting is part of the ministry’s ongoing efforts to foster dialogue and consultation with relevant institutions, aiming to raise awareness of the new legislative and regulatory frameworks. By doing so, the ministry seeks to ensure a clear understanding of these requirements and facilitate their effective implementation, ultimately enhancing trust in the outputs of these institutions and the validity of their qualifications at both local and global levels.
Following this inaugural session, additional meetings will take place in Dubai and Sharjah to engage representatives from concerned institutions nationwide, providing them with insights into the new decisions and outlining their importance and application methods.
The meeting will cover several critical decisions: Cabinet Decision No. (104) of 2026 regarding the national framework for licensing higher education institutions, Decision No. (92) of 2026 concerning review fees for these institutions and technical training entities, Decision No. (103) of 2026 regarding fees and financial guarantees related to ministry services, and Decision No. (143) of 2026 detailing administrative penalties and measures linked to the responsibilities and services of the Ministry of Higher Education and Scientific Research.
Attendees can expect informative presentations and discussion sessions with experts and stakeholders. These sessions are intended to clarify the decisions and the requirements for their implementation while addressing participants’ inquiries. This engagement will enhance institutions’ readiness to comply with the new frameworks and foster collaboration among relevant parties.
Together, these four decisions form a comprehensive organisational framework aimed at standardising the licensing requirements, improving organisational efficiency and accountability, ensuring financial sustainability, protecting students, and enhancing institutional performance quality. This initiative is in line with the evolving landscape of higher education in the country.
