Higher Education Committee Reviews New Enrollment Regulations

The Higher Education Committee convened a significant meeting at the Ministry of Education and Scientific Research’s office in Dubai, led by Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation and Acting Minister of Education and Scientific Research. The meeting was attended by several committee members, ministry officials, representatives from federal higher education institutions, and relevant working groups.

Focus on Governance and Legislative Framework

The agenda covered a variety of key topics, primarily centred around new legislation and regulatory decisions aimed at enhancing the governance of the higher education system in the UAE. Additionally, the meeting reviewed the results of university admission and registration for the academic year 2026-2027, alongside developments pertaining to the data system and a project facilitating real-time connectivity between the ministry and higher education institutions. Important updates regarding the Emirates Higher Education Award were also discussed.

Emirates Higher Education Award and National Framework

Dr. Abdulrahman Al Awar affirmed that this meeting aligns with ongoing efforts to advance the higher education and scientific research landscape in the UAE, enhancing governance and operational efficiency. The participants took note of the first cycle of the Emirates Higher Education Award for 2026, which the ministry launched under the patronage of His Highness Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs. This initiative aims to honour excellence and innovation in the higher education and scientific research sectors while spotlighting pioneering models that contribute to educational development and preparing students for the job market.

Introduction of a Unified Registration Platform

The meeting also touched on a draft of the national framework for the classification, quality performance, and oversight of higher education institutions, part of the new regulatory frameworks established. A critical highlight was the presentation on student registration services via the national unified platform for admission to higher education institutions, accessible through the digital unified education portal, “Edu Hub.” This platform aims to simplify the admission processes and enhance user experience, reducing the number of registration steps from eight to three—a 62% decrease—and cutting the completion time from ten minutes to three, marking a 70% reduction. It leverages three official data sources, which eliminates the need for applicants to provide documentation manually, automatically reading student data and suggesting the most suitable academic programmes from a selection of over 1,000 options. Additionally, it tracks admission requests up to university acceptance.

Impact on Admission Processes

The committee further examined university admission for the first semester of the 2026-2027 academic year and the platform’s effectiveness in expanding educational intake opportunities for students, alongside evaluating the flexibility and effectiveness of admission policies and criteria.
