Transformative Financial Services Emerge from Web3 and AI Insights

In a pivotal report, the Abu Dhabi Global Market (ADGM) and Hashd Research have collaborated to analyze the transformation of financial services in light of Web3 and artificial intelligence (AI). This comprehensive document emerges from a roundtable discussion among key leaders in the financial sector, held during the Abu Dhabi Financial Week 2025. The relevance of this report lies in its insights regarding the ongoing integration of Web3 technologies and AI, as they reshape the future of financial infrastructures.

Insights from the Roundtable Discussion

The roundtable brought together approximately 40 influential stakeholders from global financial institutions, regulatory bodies, and infrastructure specialists, including the Abu Dhabi Investment Authority, BlackRock, and Circle. Discussions centered on the convergence of AI technologies with blockchain-based financial systems. Participants tackled practical challenges affecting institutional adoption of digital assets, highlighting the increasing utilization of AI in financial decision-making processes.

According to the report, AI’s growing role in financial operations may lead to levels of autonomy in decision-making that surpass the capabilities of human-driven systems. This shift accentuates the pressing need for secure, transparent, and scalable frameworks within which these digital transactions can occur.

Blockchain as a Foundation for Financial Transactions

The report emphasizes the significance of verifiable records and sound governance frameworks as blockchain systems gain traction as reliable bases for financial settlements. Participants noted that tokenization is no longer confined to merely digitizing existing assets; it now extends to fundamentally redesigning market structures concerning issuance, distribution, and settlement processes.

Furthermore, the discussions underscored the central role of regulatory and accounting standards in achieving widespread adoption of stablecoins and other digital settlement assets. The emergence of AI-driven personal assistants, referred to as “digital twins,” is projected to become a primary interface for engagement in the digital economy.

Challenges Facing Institutional Adoption

Despite the promising developments, regulatory ambiguity remains a considerable barrier to large-scale institutional adoption. Highlighted challenges include the risk-weighted asset requirements for digital asset exposures under Basel capital rules, which can reach as high as 1,250%. There are also complications surrounding anti-money laundering and Know Your Customer compliance across different jurisdictions, compounded by unclear accounting and tax treatments.

While stablecoins and instant settlement processes are identified as practical paths to expand blockchain-based financial infrastructures, the report clarifies that genuine value from tokenization is contingent upon robust liquidity in secondary markets and reliable redemption mechanisms. The risk persists that without these elements, tokenization could become a mere technical facade devoid of substantive impact.

The Need for Balanced Regulatory Frameworks

The report warns that excessive regulatory restrictions at early market stages could stifle innovative models before risks and controls are fully understood. It advocates for balanced regulatory frameworks that foster clarity and trust while encouraging innovation in the financial sector.

Rashed Al Blooshi, CEO of the ADGM Registration Authority, stated, “This report reflects ADGM’s commitment to attracting global insights that contribute to shaping the future of the financial sector. As AI and blockchain technologies become increasingly integrated into financial systems, governance has become a fundamental pillar rather than a secondary consideration.” He further stressed the need for reliable systems governed by sound practices that are scalable.

Simon Seojung Kim, CEO of Hashd, added that the roundtable served as a platform for global leaders from regulatory bodies, institutional investors, and infrastructure developers to discuss how to redesign capital market structures and identify leadership in this process. “We hope this report will serve as a practical reference for designing digital financial infrastructure,” he concluded.
