The Dubai luxury property market has recorded unparalleled success in the first half of 2025, marking a transformative period characterized by 3,731 property sales exceeding AED 10 million ($2.72 million). This remarkable figure represents a staggering 62.7% growth compared to the same duration in 2024, underscoring Dubai’s position as a global leader in the luxury real estate sector. As overseas investors flock to this vibrant city, the luxury property market in Dubai is becoming a beacon of stability and enduring appeal.
According to Engel & Völkers Middle East, Dubai has outshone its international counterparts in terms of demand, market scale, and long-term investor confidence. This momentum has been particularly evident in the second quarter, which saw an unprecedented 2,388 transactions involving premium properties, establishing a new high for quarterly sales.
Notably, ultra-luxury properties now account for over 4% of the market volume, a significant rise from merely 1.1% in 2020. This shift signals a profound change in buyer preference, as more affluent individuals opt for high-end residences.
Among the standout sales in H1 2025 were a stunning AED 425 million ($115.7 million) mansion in Emirates Hills and a lavish AED 300 million ($81.7 million) villa beachfront on Palm Jumeirah. Engel & Völkers Middle East demonstrated robust performance during this period, achieving a 48% year-on-year increase in transactions and a 40% rise in net commission income (NCI). This growth can be attributed to sustained activity across both luxury and upper mid-market segments.
Daniel Hadi, CEO of Engel & Völkers Middle East, remarked, “Dubai is no longer simply a hotspot for speculative investors but is now a permanent home for the world’s elite. With a 62% growth in AED 10 million-plus sales and a rising population of resident millionaires, the luxury segment is becoming central to Dubai’s real estate identity.” He highlighted that “from Emirates Hills to Palm Jebel Ali, we’re witnessing global capital flow into the emirate for the long term.”
Among the buyers, Indian investors led the way, followed by those from Germany, the UK, and Portugal. Additional interest has emerged from countries such as Spain, Austria, and the Netherlands, further fueling the luxury property market in Dubai.

This surge in ultra-luxury activity within the Dubai property market correlates with the emirate’s broader economic growth. The population is on track to surpass 4 million residents this year, marking the fastest increase since 2018, according to the Dubai Statistics Centre.
Furthermore, the UAE is expected to welcome 9,800 new millionaires in 2025—more than any other nation—reinforcing its reputation as a premier destination for wealth creation. This continued influx is supported by favorable tax regimes, lifestyle benefits, and long-term economic policies designed to attract global capital.
Recent initiatives, including the First Home Buyer Programme and the US-UAE AI Acceleration Framework, coupled with Dubai’s top-ranking status for entrepreneurship, continue to entice global capital and talent, solidifying the appeal of the Dubai luxury property market.
Hadi concluded, “With no significant oversupply risks on the horizon and demand surging across every segment, Dubai’s residential market is set to remain on an upward trajectory,” pointing to a bright future for the emirate’s luxurious real estate landscape.
