Dubai Unveils Exclusive Program for Unique Property Access

Dubai has unveiled its innovative First-Time Home Buyer Programme, designed to make property ownership more accessible for both Emiratis and expatriates. By providing priority access to new developments, competitive pricing, and specialized mortgage solutions, this initiative aims to cater to eligible UAE residents looking to invest in properties valued at up to $1.36 million. The launch aligns with the broader goals of the Dubai Real Estate Strategy 2033 and the Dubai Economic Agenda D33, which focus on bolstering the city’s economy and enhancing the real estate sector’s contribution to GDP.

Inclusivity in Property Investment

The First-Time Home Buyer Programme is structured to encourage participation from a wide range of UAE residents aged 18 and older who do not own freehold residential properties in Dubai. This inclusive approach allows individuals from various nationalities and income brackets to secure their first home in a vibrant and multicultural environment.

With enhancements in commercial terms for properties reaching up to AED 5 million (approximately $1.36 million), the programme presents a significant opportunity for new investors eager to enter the Dubai real estate market. Helal Saeed Almarri, Director General of the Dubai Department of Economy and Tourism (DET), emphasized the programme’s potential, stating, “This initiative represents a powerful economic lever—stimulating long-term demand, driving liquidity into the real estate ecosystem, and accelerating the sector’s contribution to GDP in line with the Dubai Economic Agenda D33.”

Supporting Developers and Financial Institutions

As part of the initiative, first-time buyers will enjoy priority access to a range of new developments from renowned real estate developers in Dubai. Notable names include Emaar Properties, Nakheel, Meraas, DAMAC Properties, Dubai Properties, Azizi Developments, Ellington, Binghatti, and Majid Al Futtaim. This collaboration with top developers is crucial in meeting the growing demand for housing among new investors.

Moreover, participating banks such as Emirates NBD, Mashreq, Dubai Islamic Bank, Emirates Islamic, and Commercial Bank of Dubai are expected to offer customized mortgage products specifically tailored to the programme’s criteria. This support will help facilitate homeownership for first-time buyers, allowing them to navigate the financial aspects of purchasing property more easily.

A Vision for Sustainable Urban Development

Omar Bu Shehab, Director General of the Dubai Land Department (DLD), remarked on the programme’s role in furthering Dubai’s strategic vision: “The First-Time Home Buyer Programme embodies Dubai’s strategic vision for a more inclusive, transparent, and accessible real estate market.” He highlighted that by opening doors to homeownership, the programme not only empowers individuals but also contributes to the overarching objectives of the Dubai Real Estate Strategy 2033 and the Dubai Economic Agenda D33.

As Dubai positions itself as a global benchmark for urban sustainable development, this initiative stands out as a vital driver of market resilience. It showcases a commitment to making housing more attainable during a time when accessibility remains a challenge on a global scale—creating a unified community and enhancing the city’s appeal as a premier destination to live, work, and invest.
